Administrative/ biographical background

Under the Industrial Training Act 1964, industrial training boards were established for various industries to provide appropriate training. To finance its work, each board has power to assess and levy contributions from employers within the industry. An employer can appeal to an industrial tribunal against his inclusion in the levy on the assessment of his liability.
