| Description | This series contains published material of the Employment Service Agency (ESA) and Division aimed at employers, employees and the disabled, and includes career booklets for juveniles and for youth employment. All booklets which pre-date 1974 are Department of Employment publications. The 'Preparation and Formation of the ESA' material was put out before the actual formation of the ESA and shows how the government intended to modernise the service to meet the needs of the present day labour market, and also indicates the changes to be made and the broad lines of development planned for the next few years. The 'Staff Training' material covers all special training booklets. |

| Administrative/ biographical background | The Employment Service Agency (ESA), formerly the Employment Services Division of the Department of Employment, came into being on 1 October 1974. It is one of the 'arms' of the Manpower Services Commission (MSC) the other 'arm' being the Training Service Agency (TSA). The MSC has two basic tasks, namely, to help people to get jobs which satisfy their aptitudes and abilities, and to help employers to find suitable workers. The purpose of the ESA is planning, developing and operating the public employment services which cover: Jobcentres and local employment offices;Professional and Executive Recruitment (PER);Occupational Guidance;Employment services for disabled people;Employment Transfer Scheme - helping people to move to jobs in new areas. The ESA was responsible for the production and distribution of all its own publicity and information material, for this purpose the Careers and Occupational Information Centre (COIC) was set up. This was a merger of the Central Youth Employment Executive (CYEE) Careers and Information Unit and the Occupational Information section of the ESA. |
