| Description | Folios 190-191. Letter from Charles Bond, Clerk to the Guardians of the Axminster Poor Law Union, to the Poor Law Commission. Mr Farmer, Guardian for the parish of Lyme Regis attended the Audit of the Parochial Accounts of this Union. Farmer complained that some items of allowances were disproportionate to sums allowed to other parishes. The Commission suggested that Farmer make a statement of the particulars in those cases and Farmer stated that there should be uniformity of allowances in all parishes of the union. Farmer's statement is as follows:- That the overseer for Lyme Regis charged 5s for each journey to Axminster to pay the contribution money to the Treasurer of the union (a distance of 5 miles) which charge was allowed by the Auditor. That the like charge was made and allowed for each journey by the overseers of Lyme to pay the County Rates to the Treasurer. That the overseers of Charmouth charged 3s for their journeys to Axminster for like purpose (distance 6 miles) and this was disallowed. Overseers of Uplyme charged 2s for each journey and this was disallowed. Overseers of other parishes charged the same rate (6d per mile) for journeys to the Treasurer and they were disallowed, except in the case of Lyme Regis who were allowed at the rate of 1s per mile. A charge made by Lyme Regis to convey paupers to the Union Workhouse (5 miles) varied from 12s to 8s 6d; whereas Seaton and Beer charged 6s 6d and the Auditor complained that this was too high a charge. Overseers of Charmouth had a regular charge of 3s 6d to convey paupers to the Workhouse (6 miles). The overseers of Lyme Regis charge too much for Expenses and for Carriage-hire in various other instances in their Accounts which were disallowed. Such charges being disproportionate to the sums allowed in similar cases to Overseers of other parishes in the union. Farmer adds that he considered the charges made by the overseers of Lyme Regis, and allowed by him, were over charges, and that vouchers ought to have been produced and suggests that uniformity in the allowances throughout the union. A Committee of Ratepayers was appointed to examine the accounts of the overseers of Lyme Regis prior to the Audit and that a minority of the Committee recommend the Accounts be passed, the minority did not include the Chairman. The Commission of Guardians wished this statement be forwarded to the Poor Law Commission and ask this be forwarded to Mr Tucker, Auditor for his remarks and explanations thereon.
