| Description | Folios 272-275. Draft letter from Poor Law Commission to Charles Bond, Clerk to the Guardians of the Axminster Poor Law Union. Commission report regarding complaint by Mr Jolliffe, Medical Officer respecting a vote of censure for alleged neglect of duty in the case of Ann Clarke. The Board express the opinion the Jolliffe was guilty of gross neglect in not giving his immediate personal attendance to this case. The Board summarise that Jolliffe attended Ann Clarke as a pauper and the Relieving Officer refused to give an Order upon the Medical Officer as he had already attended. Jolliffe was not aware full extent of Ann Clarke's illness when first applied to and would not have delayed his visit if he had been made aware. Ann Clarke did not die because of this first attack. The Board state Jolliffe was not guilty of breach of duty in this case because he was not made aware of the seriousness of the illness and would have attended directly if urgency had been stated. The Commissioners remark on Relieving Officer's conduct in this case and reasons as to why no written order had been issued. The Commissioners draw attention of the board of guardians to Articles 16-19 entitling the permanently poor to tickets for the attendance of the Medical Officer and request 'steps may be taken to carry the same into effect.
