Draft letter from the Poor Law Commission to W H Toovey Hawley, Assistant the Poor Law Commissioner, enclosing a copy of a letter [not included] to the board of guardians of the Berwick-upon-Tweed Union about the provision of industrial training to the boys in the workhouse school.
