Description Folio 13. Letter from Isaac Carr, Overseer, Halesworth, Suffolk to the Poor Law Commission, with several queries from himself and neighbouring parochial officers. He asks whether he is acting in the correct manner regarding a bastard child he has refused to pay as the mother is capable of looking after herself and the child, since she is receiving money daily. The father is a 'scamp' who has been in jail. The father of another bastard child died before orders of affiliation could be served upon him. The mother left the child and moved to Colchester, marrying again quickly. Carr found a place for the child, made several vain applications to the mother to assist the child, which was finally taken to Colchester and left with the mother. The next day she and her husband made the child chargeable to the parish. Carr then received a letter from the Overseers stating that he would be prosecuted as he had committed an offence. The mother has never made a contribution although her husband being a Master Tradesman has plenty of employment. Another woman tried to have orders of affiliation served on the father, but as he did not appear no order was made. He asks whether the father in this case can be exonerated from payment. There are also several cases of children aged four and five years who have not been sworn, and he asks whether this can be done now, and whether the new act make such claims void. He also needs to know whether the poor rates of cottages are payable by the landlord this quarter, and finally from whom should he demand cottage rates from, the proprietors or occupiers?
