| Description | Folios 219-221. Draft letter from the Poor Law Commission to J J Sewell, Leiston, acknowledging his letter of 4 August 1835, and informing him that, according to section 109 of the Poor Law Act a medical officer shall be a person 'duly licensed to practise as a medical man'. The legal meaning of these words is a question which appertains to medical law. The Commission believes that in a general way, physicians, surgeons and apothecaries are licensed to act within the meaning of the Act, provided the board of guardians elect someone who is competent to perform the required duties. 'Commissioners will [not refuse] to sanction the appointment upon the grounds of non qualification'. Appointments of medical officers not residing in the [union] for which they are to act are for the decision of the board of guardians, with reference to the competency of the individual.
