Description | Folios 276-277. [Unsigned internal memo within the Poor Law Commission]. 'I confess that I cannot see that the proposed place can be attended with that benefit which Mr Clissold appears to anticipate - it may be urged that the payment being less than what the independent labourer can obtain there would be little inducement on the part of the paupers to avail themselves of it - and it may further be said that it is only task work or piece work - but there can be no security for its enforcement. The Overseers to whom it is proposed to [instruct] it are more than commonly ignorant and will be more so now their power has ceased'. 'It appears to me to approach the labourer rate or Roundsmen System which destroys every motive to such work on their own account by inducing the paupers to rely constantly on their parishes for employment'.
