| Description | Folios 283-284. Draft letter from the Poor Law Commission to the Reverend Stephen Clissold, Rector of Wrentham. They have considered the resolution which the guardians of the Blything Poor Law Union have agreed to adopt. They feel that whatever task work is provided for the able bodied they should not be allowed to earn more than two thirds the usual earnings of a labourer in full work. After enquiry and investigation they know of no mode of providing outdoor labour that is not liable to serious objections, whether in the shape of a labour rate or the system of roundsmen, whether on land rented by the parish or the lands of private individuals, or whether on the parish roads or in the 'Gravel Pit'. It is considered that such pauper labour would result in serious 'Evils'. They advise the guardians to place their main trust in the ample size of the workhouse which they manage. The expense obtained in other districts should give confidence to the guardians as to the success and practicality of such a measure. The Commission also recommend that one of their handmills for grinding corn should be put up in the workhouse and that this experiment should be tried as employment for able bodied paupers.
