Description | Folio 266. Draft letter from the Poor Law Commission to Harry White, Clerk to the Guardians of the Blything Poor Law Union, stating that they have under their consideration the by-laws of the board of guardians sent on 21 March. It is not for the board of guardians to make a by-law or sanction a regulation which would have the effect of depriving a majority of guardians when a mere majority is competent under the statute of the power to determine any question lawfully before the board of guardians.
