Draft letter from the Poor Law Commission to Harry White, Clerk to the Guardians of the Blything Poor Law Union, stating that they have under their consideration the by-laws of the board of guardians sent on 21 March. It is not for the board of guardians to make a by-law or sanction a regulation which would have the effect of depriving a majority of guardians when a mere majority is competent under the statute of the power to determine any question lawfully before the board of guardians.
