Letter from Doctor J Kay [Assistant Poor Law Commissioner] at Cromer [Norfolk] to the Poor Law Commission referring to the request of the Blything Poor Law Union to suspend business [contrary to the regulations] 'changes have a tendency to become contagious and to spread from one union to another' and seems undesirable.
