Description | Folio 532. Letter from the Poor Law Commission to William Ashton, Clerk to the Guardians of the Basford Poor Law Union, regarding the request for the costs of the libel action taken by Mr Nixon. The Commissioners are of the opinion that the resolutions with the exception of the 14th and 15th were generally within the scope of their official business and that if the proceedings had had reference only to the resolutions themselves, the guardians could have been repaid from funds. But if as seems probable, the application was as a result of the publication of the resolutions in a newspaper, the matter was not within the scope of the official function of the guardians and therefore the expenses incurred cannot lawfully be defrayed from the poor rates.
