| Description | Folios 88-90. [Continued at MH 12/16247/] Enclosed: Yearly statement of receipts and payments of the parish officers of the parish of St John in the Cardiff Poor Law Union for the year 6 October 1842 to 6 October 1843, and yearly statement of receipts and payments of the parish officers of the parish of St Mary in the Cardiff Poor Law Union for the year 6 October 1842 to 6 October 1843, audited by Richard Evans and produced by Griffith Lloyd, Assistant Overseer, dated 21 December 1843. Enclosed: Notification to the ratepayers of the parishes of St Mary and St John, Cardiff, dated 22 December 1843, of a public meeting to be held (on Tuesday evening next) at the Black Lion, from T Griffin Phillpotts. The meeting is to challenge the amount of rates, the frequency of rates, and to ask if the rates were properly collected and legally expended. In reference to a meeting held on 15 January 1844, at which C C Williams spoke and contended the duty of a Magistrate signing the rate was ministerial, Phillpotts suggests there is also a responsibility to ensure the legality of the collection. Overseers from each parish had been asked to hold public meetings at which ratepayers could vote on whether a new valuation be held. Notices of appeal against the rate have been given in each parish. It is asserted that the rates are illegal, oppressive and unequal. Phillpotts also asserts that a report by the Merthyr Guardian on a previous meeting is inaccurate. Enclosed: Notification to the ratepayers of the parishes of St Mary and St John, Cardiff, dated 20 January 1844, of a public meeting to be held (on Tuesday evening next) at the Black Lion, from T Griffin Phillpotts. Reference is made to the conduct of E P Richards at the sessions held in Cardiff on the trial of appeals. Phillpotts asserts that the appeal should have been adjourned, that the rate of 2s 6d in the pound is excessive and unfair, that there should be four rates in the year and not two. Phillpotts asserts that C C Williams and J Lewis discharged their duties poorly as magistrates in excusing people of paying rates on the grounds of poverty, when they owned their own houses. Phillpotts also gives his opinion on street rates. Annotated: Inform Mr Day that there are several legal points raised by the petitioners.
