Letter from Thomas Day, Clerk to the Guardians of the Bromsgrove Poor Law Union, to the Poor Law Commission, asking if excusing a poor person, who is not from any parish in the union, from payment of rates means that he can be removed to his place of settlement. Annotated: with an account of what constitutes chargeability with detailed reference to relevant clauses and the opinion that this does not give grounds for an application for removal.
