Administrative/ biographical background

Section 25(3) of the London Government Act, 1963 required the Greater London Council to submit a general development plan, to be known as the Greater London Development Plan, to the Minister of Housing and Local Government. The GLC submitted the plan during August 1969, on 10 December 1969 the Minister announced that special arrangements would be made for an inquiry. On 29 May 1970 the Minister appointed a panel under his powers in the Town and Country Planning Act, 1962, and the London Government Act, 1963, to conduct an inquiry into the plan and to hear any objections to it.

The inquiry commenced on 7 July 1970 and sat for 237 days between then and 9 May 1972. 28,207 objections were considered and 326 objectors were heard in person.

The report of the inquiry was published on 18 December 1972.
