The Historic Buildings Council for Wales was first appointed by the then Minister of Works under Part 1 of the Historic Buildings and Ancient Monuments Act 1953. Under the Transfer of Functions (Building Control and Historic Buildings) Order 1966 (SI 1966/62) and the Transfer of Functions (Wales) Order 1969 (SI 1969/388) the functions of the Minister of Public Building and Works in Wales were transferred to the Secretary of State for Wales.

The terms of reference of the council have been amended and enlarged several times and are reproduced in each annual report to Parliament, but in relation to the records at present in this series they may be summarised as follows: to advise the Secretary of State for Wales on the exercise of his powers under Part 1 of the Historic Buildings and Ancient Monuments Act 1953, as amended, the Town and Country Planning Act 1971 and the Town and Country Planning (Amendment) Act 1972, as both amended, and on matters generally relating to the making of grants towards building repair or maintenance, the acquisition by purchase or otherwise of buildings of outstanding historic or architectural interest or their contents, and the listing of buildings of special architectural or historic interest;to advise on the making of grants or loans towards preservation or enhancement schemes;to advise on exemption from Capital Transfer Tax of buildings and land; to report on any need for immediate action to preserve buildings; andto keep under review and report on the general state of building preservation throughout Wales.
