Administrative/ biographical background

The Ordnance Survey Review Committee was set up in 1978 by the Secretary of State for the Environment, as an inter-departmental committee under the chairmanship of Sir David Serpell with membership drawn from H.M. Treasury, the Civil Service Department, Ordnance Survey and the Ministry of Housing and Local Government with the following terms of reference:

'To examine generally the organisation, policies and operation of the Ordnance Survey in the light of recommendation 100 of the Fulton Report as dealt with in the Vinter Report, and in particular to consider the extent to which the survey might be expected to operate on the basis of financial targets in the context of accountable management'.
