This secretariat was established in 1944, under the Ministry of Production, to deal with the co-ordination of supplies to areas liberated or conquered in the course of the war, and to co-operate with the United Nations Relief and Rehabilitation Administration.

At the end of hostilities in Europe, the minister of production became in addition president of the Board of Trade, and the secretariat was transferred to the chancellor of the Duchy of Lancaster, who was given special responsibilities in the field of European reconstruction. When the Labour government took office in July 1945 the secretariat became the Supplies to Liberated Areas Division of the Board of Trade. It ceased to exist in 1948, when the United Nations Relief and Rehabilitation Administration completed its activities.
