Under the Trading with the Enemy Amendment Act 1914 the Board of Trade appointed the Public Trustee to be a custodian of enemy property in England and Wales.

The Enemy Debts Clearing Office was established on 12 January 1920 under the Treaty of Peace Order 1919 to to administer claims by British nationals on ex-enemy property, and claims by ex-enemies on property held by British nationals which were left in abeyance during the war.

The Office absorbed the Trading with The Enemy Branch of the Public Trustee Office in January 1925 and on 1 April 1927 absorbed the Russian Claims Department, which had passed to the board from the Foreign Office in August 1920. The office ceased to exist on 21 March 1936, when it was replaced by an Enemy Property Branch of the Solicitor's Department.
