Administrative/ biographical background

The Department for Business, Enterprise and Regulatory Reform (BERR) was created on 28 June 2007 to bring together functions from the former Department of Trade and Industry (DTI) with the Better Regulation Executive which was transferred from the Cabinet Office. BERR's main areas were essentially those previously covered by the DTI: Company, Employment and Consumer Law; Trade; Business Growth; and Regional Economic Development.

In October 2008, responsibility for energy policy was removed when the Energy Group of BERR merged with the Climate Change Group of DEFRA to form the new Department of Energy and Climate Change (DECC).

On 6 June 2009 the remainder of BERR merged with the new Department for Innovation, Universities and Skills (DIUS) to become the new Department for Business, Innovation and Skills (BIS).
