Administrative/ biographical background | The Planning and Research Unit was set up in 1959 as a part of the Constitutional Department of the Commonwealth Relations Office, where its task was to provide planning and general research services for the rest of the Office. In 1962, the Unit was made independent of the Constitutional Department, by which time it had taken on the additional function of providing background information for, and assisting in the drafting of, speeches and addresses made by the Office's ministers and senior officials where they would be touching on Commonwealth relations policy. In 1964, the Unit became part of a new Commonwealth Policy and Planning Department in the Defence and Commonwealth Policy Division. |
