Administrative/ biographical background

Although Kuwait was an independent state, under an exclusive agreement of 1899 between the Sheikh of Kuwait and the British government, the Kuwait government was advised on most matters of administration and diplomacy by a resident political agent. The agent was appointed by the India Office until 1948 when responsibility passed to the Foreign Office. A number of similar agencies operated in the Persian Gulf shiekhdoms. In June 1961, the exclusive agreement was terminated by an exchange of letters, and the role of agent in Kuwait ceased. Relations between Kuwait and Britain were henceforth through embassies.
