Administrative/ biographical background

Between 1794 and 1815 Bouillon served as the Senior Naval Officer in Jersey and acted as co-ordinator of a French royalist intelligence network supported by the British government. He was also responsible for the distribution of money offered by the government to French emigres, under the authority of the Home Secretary.
