Also a draft letter from the Poor Law Commission to Mr H Plumber [H Blinman] of Hallatrow in High Littleton, in reply to his letter of 14 January concerning disallowances on expenses for a task undertaken in the absence of the overseer. The Commissioners note that the auditor had only sanctioned the part of the expenses that would have been paid if the task had been undertaken by the overseer, and as such they had no capacity to interfere in his decision. Letter from George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, to the Poor Law Board, informing them that the shopkeepers who were given tickets for relief in kind by Edward Sutcliffe, late Relieving Officer of Bingley, are impatient for their accounts to be paid. He reminds the Board of his letter of 29 November and asks if the guardians can legally or properly pay them. Folio 339. A draft of a letter from the Poor Law Commission to Chas Bond, Clerk to the Axminster Poor Law Union, with regard to his letter of the 25 June on the subject of the issue of a return of medical appointments for the current year, 1846. The Commission states that the list of officers in the current year, issued by the Axminster Poor Law Union on the 19 June, contains several alterations to the existing medical arrangements. It points out that it should have received details of the appointment of medical officers when they were made in March 1846 and it requests that the union now enter details of those appointments on the enquiry forms, enclosed with the letter, which should then be signed and returned to the Commission. Folios 192-193. Draft letter from the Poor Law Commission to J Riley [John Riley], Auditor of the Basford Poor Law Union. They acknowledge receipt of Riley's letter of 17 January 1837 concerning the audit of the accounts of the Basford Poor Law Union, which they find satisfactory. They have also received the abstracts of the accounts and the details of other expenses from the various parishes for the last quarter. They intend to make comments on these to the board of guardians, and will send a copy to Riley for his 'information and guidance at the ensuing Audit'. With reference to Riley's observations respecting the method of paying the bills due to the Lunatic Asylum, the Commissioners agree that payment of these bills by the overseers is 'irregular', but think they should be paid by the clerk, on the instructions of the board of guardians, and not by the relieving officers as Riley suggests. With regard to the accounts of Selston parish, the Commissioners state that the parish officers 'must make up their Accounts and bring in the Balance'. Riley is to report back if they fail to do so, and, in this situation, the Commissioners will send 'an admonitary letter to them, or take such other steps as the case may call for'. He says the board of guardians have reconsidered the letter from the Commissioners of 12 April 1837 and have decided that the sum of £5 5s 0d due to Thomas Cheetham, late Overseer of Ilkestone [Ilkeston] should be allowed. He also acknowledges receipt of their letter of 1 May 1837, which will be presented to the board on 9May 1837. Annotated: Receipt to be acknowledged. No reasons have been given for their interference with the auditor in the due performance of his duty as regards the charge of £5 5s 0¾ referred to, the Commissioners must again refer to their letter of 26 April 1837. Folios 224-231. Letter from Harry White, Clerk to the board of guardians, [Blything Poor Law Union], to the Poor Law Commission, enclosing a copy of the plan of the workhouse with alterations in red ink which the board of guardians thinks necessary for classification. He is also directed to enclose a copy of a resolution passed at the Board meeting on [17 August 1835] that the Poor Law Commission should be reminded that the Board wishes 'that the parishes of Kelsale, Carlton & Dunwich should pay down a fixed sum upon their joining the Union', and that if the Commission agree with this, that the same principle be applied to expenses incurred by the alterations to the Workhouse, to lessen the amount of the rate needed to be raised. He also encloses: a report of the Review Committee for the Rules and Regulations, the Assessment of the union for the three years ended March 1834, the [Poor Law Commission] Rules and Regulations for the management of the poor in the workhouse. All these have been approved by the board of guardians. The Review Committee to revise the Rules and Regulations issued by the Poor Law Commission was chaired by Sir Thomas Gooch and the following were present: The Reverend Thomas Sheriffe, the Reverend Stephen Clissold, John Foreman, Thomas Freeman, John Lay, Jonathan Howlett, Isaac Spelman, and John Rockhill. Proposed changes to the Rules include: That no more than four days should elapse before a [physical] examination on entering the workhouse. That inmates should have their hair cut. That man and wife, and mother and children should be separated. That a warden should be assigned to all women who have bastard children, and that they should wear special clothes. Annotated: No. That no pauper shall be allowed to leave the workhouse without permission from the Board's weekly meeting. That certificates be required for all children under 16 admitted. Annotated: 'Cannot make persons give certificates which are expensive'. That columns for sugar, molasses and sundries should be added to Form C. Annotated: no. That the Commission be asked to suggest forms of profitable improvement to the employment of the poor in the workhouse. Annotated: suggest hand mills. Annotated: to be referred to Mr Mott [Assistant Poor Law Commissioner],for reconsideration and the adaptation of the amended rules.
