Folios 283-284. Draft letter from the Poor Law Commission to the Reverend Stephen Clissold, Rector of Wrentham. They have considered the resolution which the guardians of the Blything Poor Law Union have agreed to adopt. They feel that whatever task work is provided for the able bodied they should not be allowed to earn more than two thirds the usual earnings of a labourer in full work. After enquiry and investigation they know of no mode of providing outdoor labour that is not liable to serious objections, whether in the shape of a labour rate or the system of roundsmen, whether on land rented by the parish or the lands of private individuals, or whether on the parish roads or in the 'Gravel Pit'. It is considered that such pauper labour would result in serious 'Evils'. They advise the guardians to place their main trust in the ample size of the workhouse which they manage. The expense obtained in other districts should give confidence to the guardians as to the success and practicality of such a measure. The Commission also recommend that one of their handmills for grinding corn should be put up in the workhouse and that this experiment should be tried as employment for able bodied paupers. The Commission also refer to the demand for labour in the manufacturing districts. Poor Law Union Number 432. Counties: Suffolk.

Letter from John D Taylor [John Dobede Taylor], Clerk to the Guardians of the Bishops Stortford Poor Law Union, to the Poor Law Board, enclosing appointment forms for George Thomas Tarrant and his wife, Frances Ann Tarrant as Porter and Porteress of the workhouse. The form for George Thomas Tarrant shows he was lately superintendent of pauper labour at St Pancras Workhouse, aged 32, married but with no family, to start on 20 Dec 1849 at a salary of £20 per annum plus rations. The form for Frances Ann Tarrant shows she was the superintendent nurse at St Pancras Workhouse, aged 28, married with no family, to start on 20 Dec 1849 at a salary of £10 per annum plus rations. These show that pauper men and women have been relived out of the workhouse which the Commissioners consider the accounts must be incorrect or relief has been given under exceptional circumstances and wish you to give them a satisfactory explanation. Also to R G Wright Auditor of the Clutton Poor Law Union Hinton Blewitt, referring to the abstracts of the accounts of the Clutton Poor Law Union for the quarter ending Christmas last and querying whether the abstracts have been made out incorrectly or that the relief has been given in contravention of the regulations. The Commissioners therefore wish to know of the circumstances which induced him to sign the abstract and certify it, as well as to pass the charges for the relief of these paupers in the union accounts. Folios 21-23. Letter from William Ashton, [Governor], Basford Poor House to the Poor Law Commission, date stamped as being received by the Poor Law Commission on 31 August 1844. He has been asked by the Visitor and Guardians to write explaining their keeping of accounts. Money received each month goes to the treasurer, a receipt is issued and amounts recorded into two ledgers. All bills are audited by a committee of five guardians and signed if correct. If paupers need clothing on entry to the workhouse, their parishes are charged for the articles. The house [workhouse], built in 1815, holds 240 inmates. The cost of purchase of land and building is recorded. The adult inmates used to be employed in the hosiery trade producing stockings, until the frames broke. He gives the rates per acre for renting from the Duke of Northumberland, which is tithe free. Land rented from the poor of Rudington [Ruddington] is subject to tithe poor rates. It is cultivated by the inmates, surplus vegetables are sent to Nottingham. Women have domestic duties, girls are taught to read and do needlework, children attend a day school and boys attend Sunday school. In reply to their letter of 9 December 1834, he can only give account of the management and expenditure of the house [workhouse], the individual parishes need to supply their own accounts. Profit from the sale of pork and vegetables goes into a fund that when it reaches £200 is distributed amongst the parishes according to their average rates. He gives two examples for Greasley and Gamson [Gamston]. He acknowledges the Poor Law Commission's letter of 7 February [1835]. Note at top states with 6 enclosures [Not all included]. Letter from John Godber, Hucknall Torkard, dated 10 April 1835, to the Poor Law Commission, regarding a question posed at a Vestry meeting. He wants to know if it is reasonable to ask any future Assistant Overseers to put up a sum of money as a Bond in case their accounts don't balance.
