Folios 499-501. Letter from the Reverend Stephen Clissold, Rector of Wrentham, to the Poor Law Commission, acknowledging receipt of their letter, dated 20 December 1835, and pointing out that he is not a magistrate. Enclosed is a copy of an anonymous letter he has received. Reference is made to a meeting the previous Monday, attended by Dr Kay [James Philip Kay, Assistant Poor Law Commissioner], when he mentioned a house capable of supplying goods at a low cost. Clissold requests the address of the house, as he feels the board of guardians [Blything Poor Law Union] are now ready to use the 'Contract System' in London. Enclosed: copy of an anonymous letter addressed to Clissold, dated 29 December 1835. The letter threatens a battle at Bulcamp House with a 'mob' of 4,000-5,000 persons. There is also a threat to burn the house down, and a personal attack on Clissold saying 'If I can see you Gain you shall Nott live long for you Are A raskle And a rage to your self'. The letter concludes with 'for I the Duke of Barle Corn And you the Duke of fools you long Shurk'. Poor Law Union Number 432. Counties: Suffolk.

A further application concerns the appointment of a surgeon resident at Hingham to the parish of Hardingham and another at Fakenham to the parish of Colkirk. Folios 328-331. Letter from the Reverend Stephen Clissold, to the Poor Law Commission. The guardians of the [Bulchamp] assembled to meet Dr Kay [James Phillips Kay] and Mr Mott [Charles Mott], Assistant Poor Law Commissioners. There was a good attendance of magistrates. They discussed the resolution of the guardians relating to the bastardy clause. The assistant commissioners will be making a report about this shortly. He encloses the document which gave rise to the discussion. As chairman of the committee he advised them not to use their own form of instructions but to extract the instructions for the churchwardens and overseers from the letter the Commission sent to him and the guardians of the Wangford Poor Law Union. He also encloses a copy of the printed resolutions and instructions as to task labour which will lead to the complete adoption of the workhouse system. He spoke to Dr Kay about the police establishment. He wishes to know if the Commission would sanction the parishes in the union consenting to a rate for defraying the expense of a union police establishment. A post script notes that they will soon be able to send the migration agent a list of families willing to migrate. Poor Law Union Number 432. Counties: Suffolk.

Letter from Samuel King, Clerk to the Guardians of the Mitford and Launditch Poor Law Union, to the Poor Law Commission, informing them that Horatio Daveney, Medical Officer, had been reported by the auditor for the very negligent manner he keeps his medical books and weekly returns. Annotated: Acknowledge letter saying the Commissioners are impressed with the importance of the returns and as the returns are very simple, they consider that any wilful negligence in their preparation and transmission should first be admonished and if this is not sufficient then dismissal of the officer should follow. Folios 307-308. Internal note/letter from Charles Mott [Charles Mott, Assistant Poor Law Commissioner] regarding the letter from Mr Clissold [Reverend Stephen Clissold] of the 6 October concerning relief in kind. Any mode of distributing relief in kind is objectionable and subject to 'fraud & trickery'. He believes the relief in kind should be limited to 'articles of absolute necessity', the relief should be confined to bread and flour as much as possible, contracts should be made for the supplies to be delivered by the contractor at the workhouse, that all relief in kind should preferably be given from the workhouse. In areas like the Blything Poor Law Union where they are so large as to make this inconvenient the relief should be given by the relieving officer from certain designated houses or stores. Draft letter from the Poor Law Board, to John D Taylor, Clerk to the Guardians of the Bishop's Stortford Poor Law Union, acknowledging the letter of 11 March 1851 relating to the validity of the 'Orders of Justices' for the payment by the parish of Little Hallinbury, the place of settlement, of the costs incurred in the removal of a pauper lunatic from the parish of St Mary Lambeth to the County Asylum for Surrey, and also for his maintenance. The following able bodied men have been ordered relief in bread in consequence of their being out of employment for fourteen days. In District Number 1, Enoch Matthews of Greasley, FWK [Framework Knitter], and his wife who seams [stocking seamer], who both have no work. Their children are Selina Matthews and Noah Matthews. James Smith is Relieving Officer for this district. In District Number 3, Henry Spray of Beeston, FWK [Framework Knitter] partly employed, his wife who seams, and four children aged under 10 years. Also Thomas Stanford of Carlton, FWK [Framework Knitter] and his wife who seams, both having no work and having two children. Also Thomas Foster of Gedling, labourer, and his wife who seams, both have no work, and they have two children. Folios 332-339. Letter from the Reverend Stephen Clissold, to the Poor Law Commission, acknowledging their letter of 22 October. He will examine the cost of transmitting families from Buckinghamshire to Manchester [Lancashire], compared with the cost of sending them from where he is. He forwards copies of the circulars about to be sent through Dr Kay [James Phillips Kay], Assistant Poor Law Commissioner, to the several unions in the country. He thinks it would promote the adoption of the plan in other places if they were forwarded to the London papers. The board is now willing to receive tenders from London or any other area. He will send a list of the articles consumed in large quantities. He wishes to be informed of the names of manufactures or makers of trusses. Large numbers are regularly shipped to the West Indies at a very low rate. The cost to the Blything Poor Law Union of this article is £40 to £50 per year, but he thinks real cost would not be more than £10. Enclosed is an unsigned note stating that the contracts for counties will be of great benefit. Inquiry has been made respecting the trusses and the information will be sent shortly. Also enclosed are two copies of a printed letter from Harry White, Clerk to the Guardians of the Blything Poor Law Union, to the guardians of the unions in Suffolk, proposing that they all join in the purchase of various articles wanted in their workhouses and public contracts be entered into for the supply, in a similar way to the army and navy. There are also two copies of a printed extract from a letter from E Chadwick [Edwin Chadwick], Secretary to the Commission to Clissold, stating that they are desirous of making the arrangements Clissold suggested.
