He asks advice as to whether he can relieve the causal poor if they are not settled in the parish where they apply for relief. In two cases of extreme need he relieved such families with money. He also notes that the relieving officer's visits are infrequent, and that Stone has been without a guardian for eight months. Annotated on a separate note: acknowledge. An overseer can only relieve in kind. The overseer cannot be reimbursed. Send a copy of the letter to the guardians. Folio 206. Form relating to a resolution for borrowing money for emigration, at a meeting held by the rate payers and owners of property in Huntingfield, 5 June 1836, John Man chairman. Overseers were directed, and it was resolved, to borrow £48 to be repaid by equal instalments of £24 with interest not exceeding £5 per cent per annum. Folios 539-542. Letter from Thomas Hair, representative of the body of bakers Kidderminster, to the Poor Law Commission regarding bread contract. 'I am requested by the Body of Bakers of Kidderminster to forward you the accompanying Memorial and to request your immediate attention to the subject, which I am given to understand is one of general complaint'. Memorial signed by inhabitant householders and ratepayers of Kidderminster. The memorialists have been for some years been bakers in Kidderminster. Although they are cheaper and their bread is of equal quality the contract for the supply of bread to the workhouse has always gone to John Smith. They consider their treatment unfair and costly to the ratepayers and ask the Commissioners to investigate the reasons for awarding the [tender] contract to John Smith. Folios 276-277. [Unsigned internal memo within the Poor Law Commission]. 'I confess that I cannot see that the proposed place can be attended with that benefit which Mr Clissold appears to anticipate - it may be urged that the payment being less than what the independent labourer can obtain there would be little inducement on the part of the paupers to avail themselves of it - and it may further be said that it is only task work or piece work - but there can be no security for its enforcement. The Overseers to whom it is proposed to [instruct] it are more than commonly ignorant and will be more so now their power has ceased'. 'It appears to me to approach the labourer rate or Roundsmen System which destroys every motive to such work on their own account by inducing the paupers to rely constantly on their parishes for employment'. Folios 18-20. Draft letter from the Poor Law Commission, to Harry White, Clerk to the Guardians of the Blything Poor Law Union, with two enclosures concerning the placement of children as apprentices, and the payment of police officers. In response to a letter dated 7 July 1836, forwarded by Dr Kay [James Phillips Kay, Assistant Poor Law Commissioner], concerning the placement of children, resident in the workhouse, as apprentices or servants, they request further information as listed. In response to the bill for the payment of the police officers, the Poor Law Commission state that if the police officers were solely employed in the workhouse then they can be paid out of union funds. If they have been employed out of the house then it is a county charge. Concerning the discharge of the police officers the Poor Law Commission await the outcome of the meeting. Folios 175-176. Letter from Edwin Chadwick, Secretary yo the Poor Law Commission, to Samuel King, Clerk of the Guardians of the Mitford and Launditch Poor Law Union, acknowledging letters of 4 and 18 July and the form of application to the Exchequer for an advance for a loan of £4,800 for the enlarging and altering of Gressenhall Workhouse. When signed, return this to the Commission and they will forward the application form to the Exchequer Board Bill Loan. He cannot tell them when they will receive an advance, but it should be no loner than a fortnight. Repayment of the loan can be no longer than ten years, but it could be extended after the payment has been made. Any parish wishing to pay their quota before this may do so. Folios 482-488. Letter from the Reverend Stephen Clissold, Rector of Wrentham, to the Poor Law Commission, marked Private. It gives his account of the disturbances at Bulchamp Workhouse [Bulcamp Workhouse] on Monday 21 December 1835, even though White [Harry White, Clerk to the Guardians of the Blything Poor Law Union] has sent a detailed report. Also enclosed is a handbill. Clissold reports that he was chairing a committee investigating the auditors report when the mob assembled. He was asked to take a responsible role, in the absence of Lord Stradbroke [Chairman of the board of guardians of the Blything Poor Law Union] and Sir Thomas Gooch. The causes of the disturbances are alluded to as being: 1. The classification of the workhouse - segregation of the inmates. 2. The relieving officers preventing the paupers having their cases heard by the Board. 3. The number of backlog cases, which if not heard, cause great distress and hardship to the paupers due to the distances they have to walk home and back again. 4. The insufficiency of the relief ordered by the Board. On the last point Clissold observes that, apart from a few exceptions, the paupers did not appear to be in distress as they had money for the alehouse. The arrangements put in place for protecting the house and resisting attack are: 1. 20 members of the Inniskillen military are stationed a 20 minute march away. 2. Four constables are in the workhouse and patrol the neighbourhood. 3. Open communication between magistrates, guardians, constables and the military. 4. 36 men of the Coast Guard could be moved to the workhouse in less than four hours. 5. 50 special constables have been sworn in. 6. 100 staves are available for use by the guardians, gentry and farmers. 7. An extraordinary meeting of the parishes adjoining Wrentham would act as a Board, in the absence of Lord Stradbroke and Gooch. Clissold urges the Poor Law Commission to pass the classification of the workhouse, under the supervision of [Dr James Philip Kay] Assistant Poor Law Commissioner. It was reported that many of the paupers, although having no grievances themselves, came to assist others in attacking the workhouse and guardians, and in particular, Clissold, as he is well known to them. Many of the paupers were from Cratfield, Linstead and the parishes adjoining Stradbroke, where the 'Roundsman' system flourished. It was also reported that a farmer and a guardian overseer had offered money to the labourers, to induce them to join the attack. Clissold feels the threat will extend beyond those districts, as many medical men, petty dealers, shopkeepers and alehouse keepers are hostile to the changes from the old union to the new union. In Wrentham a respectable shopkeeper stated that there was scarcely a single tradesman 'who would not be ready to clap his hands in exultation if he could but hear that the house was pulled down'. Footnote: it was resolved that the clerk [Harry White] send an accurate report of the disturbance to the two county newspapers, together with the enclosed handbill obtained from a servant of Clissold. Enclosed: Copy of a handbill, dated 16 December 1835, which refers to the destruction of part of St Clement's Workhouse, in Ipswich, by a group of men angry with the changes being made to the poor houses. H G Bristo, Junior Bailiff, attempted to read the Riot Act, until a number of the Inniskillen Dragoons arrived to disperse the 'mob'. After both sides sustained several minor injuries, the crowd dispersed in various directions, with some taking refuge in St Clements churchyard. Two men were taken into custody. Folios 384-386. Letter from R M Hodge [Richard Michell Hodge], Clerk to the Guardians of the Truro Poor Law Union, to the Poor Law Board. He encloses for approval the appointment form for Henry Jennings as Collector. The form shows Jennings of St Mary's Parish, Truro, had been a cabinet maker. The salary is to be poundage as fixed by the 'Poor Law Commission'. The post became vacant after the previous collector, Eldred Roberts Pascoe, resigned as the office interfered with his business. Annotated: Jennings compounded with his creditors as recently as March 1848 and only offers the security of two auctioneers. Gulson [Edward Gulson, Inspector of the Poor Law Board] thinks that before sanctioning the appointment they should find out if a release has been signed by all his creditors. He notes that the relevant section of the form was not completed in the clerk's handwriting. 28 January 1849 Enquire whether the guardians are satisfied that Jennings has been released from liability to his creditors. Folios 30-31. Letter from Thomas Gibson Magistrate. Theberton, Saxmundham, on behalf of the overseers of parish of Theberton, to the Poor Law Commission. He draws their attention to the accounts ending March 1836 and to the two sums which the auditor disallowed viz £16 9s 6d and £2 19s 6d. Gibson states the amounts were used for the emigration of certain poor persons in April 1836 and that the forms and regulations relating to emigration had not been received from the Poor Law Commission at that time. The expenses did have the full sanction of the board of guardians. Annotated: they must go through the forms now and make the process as regular as they can. Send forms. 10 Jan 1837.
