Letter from William Ashton, Clerk to the Guardians of the Basford Poor Law Union, to Edwin Chadwick, [Secretary to the Poor Law Commission], reporting on the meeting of the Guardians at the Basford workhouse. Present were: Henry Smith, Chairman; George Farrand, Vice Chairman; [Edward Gulson, Assistant Poor Law Commissioner], Guardians from basford, Greasley, Beeston, Wollaton, Papplewick, Bradmore, Carlton, Bilbro [Bilborough], Barton, Arnold, Selston, Calverton and Ilkestone [Ilkeston, Derbyshire]. Motions were proposed by the following: Farrand, Mr Chouler, Mr Carlin, Mr Walker and Gulson and seconded by Chouler, Mr Aslin, Mr Cheetham and Walker, respectively for the following resolutions. That William Massey supply coffins to the workhouse. That the Register office be in the union workhouse and Ashton to be the Superintendant Registrar if approved by the Registrar General. That Farrand, Mr Brown and Mr Roberts to appoint a schoolmistress. A copy of the letter from the Poor Law Commission to be placed in the Nottingham newspapers. Vegetables be cultivated on ground round the workhouse. That no bills from Overseers be paid, except for food in cases to prevent starvation and destitution. Relieving Officers books examined. Report of visit by W Mylne from the Commissioner of Lunacy, to the Berwick-upon-Tweed Union Workhouse on 11 September 1849, reporting general satisfaction with conditions and reporting that there have been no cases of cholera since December 1848. There were 12 inmates seven males and five females, they were: George Drummond. William Thompkins. John Todd. George Davidson. George Fram. Edward Young. Thomas Healey. Alice Brown. Margery Crystal. Eleanor Hunter. Alice Hay. Ann Marshall. Two inmates, William Thompkins and John Todd, are deemed violent and dangerous, and are to be removed to the Lunatic Asylum at Bensham. Annotated: enquire if William Thompkins and John Todd have been removed to a lunatic asylum, and ask for a certificate from the medical officer as to the mental condition of Ann Marshall. Folios 5-6. Draft letter from Poor Law Board to Charles Hart, Secretary to the Liverpool Select Vestry. The Board have received an inspection report from John Manwaring, Poor Law Inspector, on the Industrial Schools of the Parish of Liverpool following visits on 29 December 1850 and 4 January 1851. The report highlights that: Copies of the regulations concerning disorderly and refractory paupers should be kept suspended in the dining hall and school rooms. The Board requests that the master be supplied with copies of the regulations and be directed to keep them hung up. The porter does not enter the names and business of all visitors to the workhouse. Board directs the porter be required to keep the book properly for the future. That several of the beds for the children are in an improper condition from them being wetted at night. The Board recommends the vestry provide a supply of suitable bedsteads with drawers underneath to enable officers of keep the beds in proper order. Paper Number: 1573/1851. Poor Law Union Number 220. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Commission, regarding the appointment of an assistant overseer for the Borough of Kidderminster. Robert Lawley Hooman currently a Collector of poor rates in the Borough of Kidderminster was appointed by a vestry meeting to be an overseer in addition to his current role at a salary of £50 per annum exclusive of out of pocket expenses. He asks whether 7& 8 Vic c 101 s 61 has reference to 59 Geo c 12 [59 Geo c 12 s 7] necessitates him providing additional security. Annotated: although he should provide security for his role as assistant overseer, as he has already provided security it seems unnecessary. Folios 311-312. Letter from the Reverend Stephen Clissold, to the Poor Law Commission. Their letter of 9 October will be put before the guardians with a view to the adoption of parochial task work instead of outdoor allowances for the ablebodied, and the gradual substitution of the workhouse system. He feels it essential for the efficient discharge of the duties of the relieving officer that such an officer be in communication with a well regulated police. He mentions the very inefficient manner in which the constables duties are discharged in the rural districts and feels many of them are unfit for their office. He thinks the coming winter may cause more disturbances and wonders if a rate to defray the establishment of three or four police officers would be sanctioned. He asks if there is a way of reducing the expense of sending families to the manufacturing districts. Included is a draft letter from the Commission to Clissold, forwarding printed copies of a letter from the minister of Princes Risborough [Buckinghamshire] in which a detailed account is given of the expenses incurred by the parish in sending large numbers of paupers to Manchester [Lancashire] [not included]. It is much less than is required to enable them to emmigrate to America. There is a note to send copies of 'Leslies pamphlets', reports, the special constables and workhouses acts, to Harry White, Clerk to the Guardians of the Blything Poor Law Union. Draft letter from the Poor Law Commission to the clerk to the Guardians of the Basford Poor Law Union [William Ashton], and copy to be sent to the auditor of the Basford Poor Law Union [John Riley]. They acknowledge receipt of Ashton's letter of 8 March 1837 explaining the expenses linked to an inquest in the workhouse. They inform him that the Coroner's fee and the allowance to the jury are not legally payable from the poor rates, and cannot be allowed. However, the payment to the constable may be paid from the poor rates, if it is for his re-imbursement for reasonable expenses actually incurred by him in giving notice to the coroner, but not otherwise.
