Folios 144-147. Letter from Charles Mott, [Assistant Poor Law Commissioner], Halesworth, to T Franklin Lewis [Poor Law Commissioner], enclosing a private letter from Mr Owen regarding the Hoxne Hundred, and a circular obtained from the Reverend Anthony Collett, sent to him by the Reverend J Hotham. A meeting has been called in Shadbroke for officers to prepare information to enable the board to declare the union. He has sent Hotham a courteous note informing him of it. Hotham's objections are of no consequence, and should not prevent the board of guardians from building a workhouse where there will be plenty of room to accommodate the number of poor in their own Hundreds. The investigation of the accounts of the parishes of Blything has raised points which the Board will need to consider and he will procure fresh declarations from Cosford, Blything and Wangford Hundreds including some new adjoining parishes after he has prepared the Hoxne Poor Law Union. Mott can then return to London and attend the first meeting of the Hendon Poor Law Union [Middlesex] and afterwards, if necessary, return to Suffolk to dissolve other incorporations into unions. Enclosure: a letter from Hotham stating his opinion regarding incorporating the Hundred of Hoxne. He has sent a circular to the churchwardens of the parishes of the hundred so they will not be surprised by an application from the Commissioners to consent to Incorporation. The guardians' attention is drawn to article 214 of the regulations which require a porter to keep a day book. Folio 18. Draft letter from the Poor Law Board to Charles Hart, Secretary of the Liverpool Select Vestry. The Board observe from a note appended to the return made to the Registrar General by the Registrar of Births and Deaths for the St Thomas and the Islington Divisions, that smallpox was fatally prevalent in the districts during the quarter ended 31 December 1850. In the St Thomas district it appears that ten persons died of that disease and that three had not been vaccinated. The Board in their letter of the 6 November 1850 called the attention of the Select Vestry to this subject. They regret this situation and refer to the subject again in order that the Select Vestry may devote their attention to the promotion of vaccination. It is most important on the grounds of humanity and economy that effective steps to halt the ravages of smallpox which is causing so much suffering and entails such heavy expense upon the rate payers. Folios 299-301. Letter from Harry White, Clerk to the Guardians of the Blything Poor Law Union, to the Poor Law Commission. On the 11 August he reported that the surgeons of the union were appointed by the guardians at salaries that amount to £400. He has had no reply to this but a new quarter starts on Monday and the board wish to consider the propriety of directing the surgeons to start their duties under the new arrangement. He asks that further letters to him should be addressed to Halesworth, Suffolk as they are sometimes three or four days getting to him as they are sent in to the distant counties as they post office does not know where the Blything Poor Law Union is situated. Annotated: the appointments should be sanctioned. The sum seems large but the union contains 49 parishes and it actually makes a saving in the medical department of about £300. His request about the direction deserves consideration. The post town and county should be written into the address. Poor Law Union Number 432. Counties: Suffolk.

Folio 13. Letter from Isaac Carr, Overseer, Halesworth, Suffolk to the Poor Law Commission, with several queries from himself and neighbouring parochial officers. He asks whether he is acting in the correct manner regarding a bastard child he has refused to pay as the mother is capable of looking after herself and the child, since she is receiving money daily. The father is a 'scamp' who has been in jail. The father of another bastard child died before orders of affiliation could be served upon him. The mother left the child and moved to Colchester, marrying again quickly. Carr found a place for the child, made several vain applications to the mother to assist the child, which was finally taken to Colchester and left with the mother. The next day she and her husband made the child chargeable to the parish. Carr then received a letter from the Overseers stating that he would be prosecuted as he had committed an offence. The mother has never made a contribution although her husband being a Master Tradesman has plenty of employment. Another woman tried to have orders of affiliation served on the father, but as he did not appear no order was made. He asks whether the father in this case can be exonerated from payment. There are also several cases of children aged four and five years who have not been sworn, and he asks whether this can be done now, and whether the new act make such claims void. He also needs to know whether the poor rates of cottages are payable by the landlord this quarter, and finally from whom should he demand cottage rates from, the proprietors or occupiers?
