The draft letter states the order to stop outdoor relief to able-bodied males had not been sanctioned and therefore the course pursued by the board of guardians was illegal. They acknowledge his letter of 26 July 1853 respecting the property of the parish of Pendoylan, in the Cardiff Poor Law Union. Stating that if the property is not sold, it must be let on a proper lease, containing the usual covenants for repairs, as the Board cannot agree to its being held for the charity, if they are to acquiesce in a grant of a part of it as the property of the parish. Also a justices' warrant from C S Bourchier and Frederick Vander Meulen, Justices of the Peace, confirming the appointment of Charles Norris as Assistant Overseer for Sawbridgeworth on 25 March 1845.
