Letter from Edward Senior, Assistant Poor Law Commissioner, Cuckney to the Poor Law Commission responding to the points raised by J Riley, Auditor to the Basford Poor Law Union, Papplewick, in his audit report [not included]: 1. That the expense incurred by the Beeston overseer in apprehending a man who had absconded from the workhouse with union clothes should be paid out of establishment funds if legally presented to Riley. 2. That the Poor Law Commission should send a letter to William Ashton, Clerk to the Guardians of the Basford Poor Law Union, reminding him to be more thorough in his reporting of applications for relief following an incorrectly reported case of an able-bodied Pauper as an exception to the prohibitory order. 3. That the board of guardians to the Basford Poor Law Union and Riley suggest that five years should be the limit for age of nurture. 4. Obvious illegal payments to non paid officers approved by the board of guardians to the Basford Poor Law Union should in extreme cases be taken out of the clerk who draws the cheque's salary.     Folios 306-317. Letter from Edward Senior, Assistant Poor Law Commissioner, to the Poor Law Commission enclosing additional evidence concerning the death of John Parkes. He says that he has been unable to question Mr Smith [Henry Smith, late Chairman of the Basford Poor Law Union], because he is in London, staying at Berners Hotel in Oxford Street. He suggests that the Poor Law Commission contact him there. Senior collected the additional evidence from the following: William Ashton, Clerk to the Guardians of the Basford Poor Law Union; Thomas Potter, Guardian for Ilkeston [Derbyshire]; George Benjamin Moseley, Deputy Constable of Basford; George Chamberlain, Constable of Bulwell and John Mitchell Davidson, Honorary Physician for the Basford Workhouse. Ashton, who was a member of the jury at the inquest into the death of John Parkes, swears that Morley [William Morley, Medical Officer], said, at the inquest, that he saw the deceased at 5pm. He was exhausted and suffering from erysipelas of the left foot. Morley asked the nurse to give him something warm and went to Mr Johnston [James Johnston, Governor of the Workhouse] to complain about Parkes being sent to the workhouse without a medical certificate to say he was fit to be moved. He forgot to order anything else for Parkes and did not see him again. Ashton confirms that he did not hear Morley say to the jury that he had no authority to order stimulants for sick paupers without previous sanction from the guardians. Potter denies hearing, at the meeting of the guardians on 8 December 1840, or at any other meeting, any direction given to Morley precluding him from ordering stimulants and, had he done so, he would have remonstrated against it. Mosley, who was also a member of the jury at Parkes' inquest, remembers Morley saying that he was so angry at the removal of Parkes to the workhouse in such a bad condition that he forgot to order anything specific for him apart from 'something warm'. Chamberlain, also a member of the jury, confirmed Mosley's evidence but did hear Morley say that he was not allowed to either order or give wine until the guardians met on a board day. Davidson accompanied Morley to the workhouse to see several aged inmates who, in his opinion required stimulants. Morley complained that he could not order wine without the previous sanction of the guardians, and that this was the result of an order from Mr Riley [John Riley, Auditor]. Johnston, who was present, confirmed this statement and added that Riley had told him that if the medical officer considered wine to be necessary he should supply it himself as medicine. Senior also encloses the following: Return showing the medical orders given between 8 December 1840 and 2 February 1841 which Ashton affirms the guardians were not requested to confirm [not included]. Extract from the minutes of the board of guardians of the Basford Poor Law Union of 16 March 1841, which states that the undersigned, being the guardians present at the enquiry conducted by Senior into the statements made by Morley and Johnston, deny giving any directions to Morley restricting him from giving wine, ale or stimulants to any sick pauper. Draft letter from the Poor Law Commission to William Ashton, Clerk to the Guardians of the Basford Poor Law Union, regarding the appointment of Mr Ratcliffe as Medical Officer in Arnold at £50 per year. As Mr Ratcliffe is already Medical Officer of both Basford parish and the workhouse, if Arnold is added he will not be officially to discharge his duties. They therefore withhold their sanction from his appointment to the Arnold District. The Commission suggest that either the Arnold District be divided up and added to surrounding districts or Mr Bowker be re-appointed to Arnold District with a salary of £60. They also request to be informed as to what steps will be taken for the appointment of a medical officer for the Wilford District, assuming that John Smellie is disqualified. Draft letter from the Poor Law Board to [Thomas Watkins], Clerk to the Guardians of the Cardiff Poor Law Union, referring to his letter of 1 February 1851 and requesting completion of enclosed form for Miss Dodd's as Schoolmistress. The salaries of schoolmistresses are still fixed regulated in the same manner and subject to the same authority as are the salaries of all other officers connected to the relief of the poor. The Committee of Council does not fix the amount of the salaries of the union schoolmistresses, they merely decide what sums shall be repaid to the guardians from the Parliamentary Grant. The Board therefore wishes to know what salary the guardians think should be assigned to Miss Dodd in order that a specific remuneration can be determined in case her appointment be sanctioned by the Board.     Folios 383-388. Letter from Harry White, Clerk to the Guardians of the Blything Poor Law Union, to the Poor Law Commission with two enclosures: Outdoor relief to the able-bodied poor. The board of guardians wish to ask the Commission for their permission, to use their discretion in the relief given to large families of the able bodied poor, and that instead of bringing the whole family into the workhouse as is custom at present, to only admit as many of those children as is equivalent to the relief required. Also in the case of the wife of an able bodied labourer, where there is an emerging emergency or laying in, and the family is large, temporary relief may be given and as many children as necessary admitted to the workhouse until the wife can look after her family again. Any departure from normal practice will be notified to the Commission within 15 days of the date in Section 52 of the Act; Diet. The Governor reported to the board of guardians at the weekly meeting on 19 December 1936 that the diet contained in Dietary Table 2, give to the able-bodied in the workhouse was insufficient, in relation to the hard work which they were undertaking each day at the hand corn mill. The men were working 8 hours per day and were suffering from insufficient food. The matter was referred to the Visiting Committee by the board of guardians and the opinion of the House Surgeon was sought. He was of the opinion that their diet was not adequate enough to enable them to work 8 hours and thought that the allocation should be increased. The board of guardians wish the Poor Law Commission to issue an order for them to either increase the diet or reduce the working day to 6 hours. Letter from John D Taylor [John Dobede Taylor], Clerk to the Guardians of Bishops Stortford Poor Law Union to the Poor Law Board, asking them to sanction the employment of a young man, Charles Housden, at 2s 6d per week, to superintend the steam cooking apparatus and the cooking generally. 'The steam apparatus has been for some time managed by an old man who is now worn out and in the Infirmary'. The guardians are afraid to entrust it to the casual paupers. Housden will probably teach some of the permanent resident paupers how to use it, so his service will not be required for long. Annotated: Sanction for three months.
