Folios 233-234. Draft letter from E C [Edwin Chadwick, Secretary to the Poor Law Commission], to Thomas Watkins, Clerk to the Guardians of the Cardiff Poor Law Union, acknowledging their letter of the 7 December 1844 relating to the relief of mothers of bastard children. After careful consideration of the Act 7& 8 Vic c 101 the Commission are of the opinion that its operation in bastardy cases was intended to be keep entirely distinct from the administration of the poor law. The ground on which relief is to be administered remains unchanged, namely the inability of the mother to support the family and the regulations of the Commission. Respecting able bodied women receiving outdoor relief also remains the same, nor do they think it should be changed as the mothers have now better redress to support from the fathers. It follows the if a woman is now better before or after an order an order is made by the Justices is unable to maintain herself she should be relieved in the workhouse. The refusal of all relief could only be justified by clear proof that she was not destitute. If she deserts the child she of course is liable to punishment. Paper Number: 19007/B/1844. He forwards a list of cases of relief to able bodied for approval. Handwritten list records the amounts of relief given in bread and/or money and for what period and, where appropriate, in what circumstances relief ceased. The ages of all are listed with details of the income of any members of the household. Except where stated relief is given on the grounds of no work. Basford Poor Law Union. Able bodied relieved 14 December 1841: Basford: Noah Birch, Labourer, Emilia [Emilia Birch] and two children. Basford: Richard Houghton, Mason, wife and eight children. Edward [Edward Houghton] and Elijah [Elijah Houghton], Masons, William [William Houghton], Sophia [Sophia Houghton], Richard [Richard Houghton], Sarah [Sarah Houghton], Alfred [Alfred Houghton], Eliza [Eliza Houghton]. Basford: Samuel Dyson, Labourer, Mary [Mary Dyson] and two children. Sanction subject to any auditors disallowance of any illegal relief in money by relieving officers or overseers, the relief is subject to the question whether it was given under circumstances of sudden and necessity. Folios 36-37. Letter from [William Augustine Greening], Guardian, Bromsgrove Poor Law Union, to the Poor Law Commission, referring to the election for guardians about to take place and asking for their opinion. Previous to overseers obtaining the last poor rate the writer and others examined lists of 500 people who were considered to be excused the payments then due. Many of the persons so excused had previously regularly paid their rates and only agreed to be excused following the solicitation of the overseers. Many would have paid their rates rather than forego and be deprived of their privilege of voting as proved by the fact that many have now paid their rates prior to the election, while others have expressed surprise that they were excused. It is the writer's opinion that such excuses resulting in disenfranchising these ratepayers were carried out 'at the whim and caprice of the overseers just to save them the task of collecting rates'. He now asks: Are excused ratepayers deprived of their privilege of voting in this election of guardians, and do they come under that section of the Poor Law Amendment Act, presuming at the time they have been rated for the whole year. Are overseers justified in leaving voting papers with persons so excused. If the ratepayers have to the privilege of inspecting the voting after the election is terminated. Draft letter from the Poor Law Commission to J Bird, Solicitor, Guardian of the parish of Cogan, of the Cardiff Poor Law Union, stating that they have considered his letter of 4 July 1844 in which he asks if, under circumstances at the time of his nomination as guardian for the parish of Cogan, he is qualified to sit at the Board. The Commission state that as Bird was not a rate payer at the time of his nomination, he was not entitled to be nominated. Therefore the nomination was not valid, and there was no legal election. He objects to the provision of beer to pauper inmates as they should be no better fed than the labouring poor who have to maintain themselves. This applies particularly in Basford where the wages of stocking makers are miserably low whilst the dietary of the workhouse is high in quality and quantity. Folio 671. Letter from Edward Senior, [Assistant Poor Law Commissioner], to the Poor Law Commission. He reports that the Basford Poor Law Union Workhouse is still crowded or he would have recommended the relief given to Samuel Righley [Samuel Rigley], Framesmith, be disallowed. He recommends the guardians communicate with the Radford Poor Law Union and offer him the workhouse there. Further relief to Joseph Smith, agricultural labourer should be stopped and he and his family offered the workhouse. The same is true for William Shaw, assuming he is not personally incapacitated by the injury he received some years ago. Relief to the other paupers should be sanctioned. Folios 688-689. Draft letter from the Poor Law Commission to William Ashton, Clerk to the Guardians of the Basford Poor Law Union. They hear from Mr Senior [Edward Senior, Assistant Poor Law Commissioner] that John Woolley, Reliving Officer, has neglected to pay contractors for bread. Irregularity or uncertainty in payment will prevent contractors with small capitals form tendering, and those who can put in higher tenders to cover the risk and loss of interests. The same officer misapplied the money ordered to go to non resident paupers and the auditor has reported unfavourably on the state of his accounts. Woolley was given a further trial at the request of the guardians but the Commissioners now believe his dismissal will be beneficial to the union. Folios 239-240. Draft letter from the Poor Law Commission, to Thomas Watkins, Clerk to the Guardians of the Cardiff Poor Law Union, acknowledging their letter of the 25 December 1844 respecting the new valuation of the town of Cardiff. Stating that the proceedings in question are not in accordance with the act of parliament, nor calculated to give satisfaction to the ratepayers of the parish in general. It was the duty of the guardians to make a contract with a competent person to value the parish. Such valuation should be a permanent document for the use of the succeeding overseers of the workhouse. The rate should have been made from time to time. Pencil notes easily obliterated are of no avail. The Poor Law Commission wishes to know whether the surveyors who made these marks have been paid or not.
