Folio 75. Letter from Thomas Watkins, Clerk to the Guardians of the Cardiff Poor Law Union, to the Poor Law Commission, informing of an order entered into the minute book of the Cardiff Poor Law Union. The overseers and churchwardens of Llandaff informed the board that Richard Davies, collector of Llandaff poor rates, has absconded with more than £200 of the poor rates collected by him in the parish. Watkins requests that the Commission discharge Davies. Annotated: issue order of dismissal. Approve of the suspension and state that the Commission will issue an order of dismissal forthwith. Inquire how it was that the collector has as large a sum in his hands and if any and what steps have been taken upun the board against the sureties and what sum the bond was for. Folio 70. Draft letter from the Poor Law Commission to Griffith Lloyd, Assistant Overseer of the Poor, St John the Baptist and St Mary, Cardiff Poor Law Union, acknowledging receipt of his letter of 17 Feb 1844 in respect of the unequal assessment of the property in the parishes of St John the Baptist and St Mary, Cardiff and the need for a revision of the valuation. The Commission can only issue an order for a new valuation of the parishes under contracts to be duly entered into by the guardians of the union, which they will do on receipt of the forms with the new valuation. Folios 88-90. [Continued at MH 12/16247/] Enclosed: Yearly statement of receipts and payments of the parish officers of the parish of St John in the Cardiff Poor Law Union for the year 6 October 1842 to 6 October 1843, and yearly statement of receipts and payments of the parish officers of the parish of St Mary in the Cardiff Poor Law Union for the year 6 October 1842 to 6 October 1843, audited by Richard Evans and produced by Griffith Lloyd, Assistant Overseer, dated 21 December 1843. Enclosed: Notification to the ratepayers of the parishes of St Mary and St John, Cardiff, dated 22 December 1843, of a public meeting to be held (on Tuesday evening next) at the Black Lion, from T Griffin Phillpotts. The meeting is to challenge the amount of rates, the frequency of rates, and to ask if the rates were properly collected and legally expended. In reference to a meeting held on 15 January 1844, at which C C Williams spoke and contended the duty of a Magistrate signing the rate was ministerial, Phillpotts suggests there is also a responsibility to ensure the legality of the collection. Overseers from each parish had been asked to hold public meetings at which ratepayers could vote on whether a new valuation be held. Notices of appeal against the rate have been given in each parish. It is asserted that the rates are illegal, oppressive and unequal. Phillpotts also asserts that a report by the Merthyr Guardian on a previous meeting is inaccurate. Enclosed: Notification to the ratepayers of the parishes of St Mary and St John, Cardiff, dated 20 January 1844, of a public meeting to be held (on Tuesday evening next) at the Black Lion, from T Griffin Phillpotts. Reference is made to the conduct of E P Richards at the sessions held in Cardiff on the trial of appeals. Phillpotts asserts that the appeal should have been adjourned, that the rate of 2s 6d in the pound is excessive and unfair, that there should be four rates in the year and not two. Phillpotts asserts that C C Williams and J Lewis discharged their duties poorly as magistrates in excusing people of paying rates on the grounds of poverty, when they owned their own houses. Phillpotts also gives his opinion on street rates. Annotated: Inform Mr Day that there are several legal points raised by the petitioners. Folios 236-237. Draft letter from the Poor Law Commission, to Thomas Watkins, Clerk to the Guardians of the Cardiff Poor Law Union, acknowledging their letter of the 21 December 1844 requesting the appointment of a collector of poor rates for the town of Cardiff. The Commissioners have already stated that they can only direct the board of guardians to appoint a collector of poor rates, a part of whose duties would be to assist the overseers in making the poor rates. Moreover be the recent Act 7& 8 Vic c 101 s 61. The collector would be bound to obey the majority of the overseers in all things relating to his office. They go on to point out that this arrangement would cover their requirements in Cardiff. They have also noticed Cardiff have not replied to their query as to the remuneration of this post hitherto paid to the collectors; and forward a form of application for the appointment of a collector which they regret was omitted from the letter of the 7 December 1844.
