Folios 482-496. Letter from George Spencer, Clerk to the Guardians of the Keighley Poor Law Union, to the Poor Law Board, acknowledging receipt of their letter of 9 October regarding the alterations in the medical districts and the salaries assigned to them. He encloses for approval the appointment form for the several medical officers of the union, as follows: Appointment form for Robert Allan Macnab as Medical Officer for the Sutton District, including the parishes of Sutton and Steeton. The form shows Macnab of [Grass Hills] near Keighely, has a diploma or degree as a physician of the University of Glasgow, Scotland. The salary to be £15 per annum. The post became vacant after the expiration of the former appointments and change in the districts, this district had been part of Mr Milligan's [John Milligan] former district. Also includes a copy of a minute which states that Macnab should be appointed as medical officer even though his qualification is not recognised in the order of the Board 24 July 1847. This is because the Sutton District is about four miles from Keighley where all the other medical men live, so he is the closest. Appointment form for Amos Ingham as Medical Officer for the Haworth District. The form shows Ingham of Haworth, is a member of the Royal College of Surgeons and a licentiate if the London Apothecaries Company. The salary to be £26 per annum. The post became vacant after the expiration of the appointment of Edward South Hall. Appointment form for William Wilkinson Mitchell as Medical Officer for the Number 2 District North Keighley, including parts of the two parishes of Keighley and Morton. The form shows Mitchell of Keighley, has a diploma or degree from a Royal College or University in England and a certificate to practice as an apothecary from the Society of Apothecaries. The salary to be £30 per annum. The post became vacant after the expiration of the appointment of John Milligan and John Dickson and a reduction in the size of the districts. Appointment form for John Dickson as Medical Officer for the Bingley District, including parts of Bingley and Morton. The form shows Dickson of Bingley, had held the office for the Keighley Union before. He is a licentiate of the Royal College of Surgeons, Edinburgh and of the Society of Apothecaries, London. The salary to be £35 per annum, £30 for the district, £5 for the workhouse. The post became vacant after the expiration of the former appointment and a change in the districts, parts of this former district being 'put to Mr Milligan [John Milligan] and Mr Mitchells, Districts'. There is also a separate form showing the same information appointing John Dickson as Medical Officer to the union workhouse. Appointment form for John Dickson as Medical Officer to the union workhouse. Appointment form for John Milligan as Medical Officer for the Number 1 District South Keighley, including parts of the parishes of Keighley, Bingley and Morton. The form shows Milligan of Keighley, had held the office for the Keighley Union for nearly 17 years. He is a licentiate of the Apothecaries Company. The salary to be £35 per annum, £30 for the district, £5 for the workhouse. The post became vacant after the expiration of the former appointment and he is returning to vaccinate all cases at 1s 6d regardless of distance. There is also a separate form showing the same information appointing John Milligan as Medical Officer to the union workhouse. Annotated: Dickson and Milligan have both been Medical Officers of the union for some time and ceased to be officers at the expiration of their contracts. Folio 344. A draft of a letter from the Poor Law Commission to Charles Bond Secretary to the Axminster Poor Law Union on the subject of emigration expenses for Colyton parishioners, raised in his letter dated the 7 July 1846 The Commission acknowledges the receipt of a copy of a resolution (Form B) to raise £15.00 from the poor rate to assist with the travel expenses of John Carter and his family to Canada, adopted at a Vestry meeting in Colyton parish. The Commision asks, in response to a request that it sanction the resolution, how the Guardians intend to administer the emigration in order to ensure adherence of the Commissions to the regulations, because the sum requested is insufficient for the travel expenses to Canada of a family of eight people. It emphasises that the Guardians must not permit the emigration to take place before the Commission issues a sanctioning order with its number and seal. Otherwise, to raise money from the poor rate for that purpose will be unlawful. The Commission expresses the opinion that the Guardians are required to control this emigration and to present a statement of the contemplated expenditure. Poor Law Union Number 76. Folios 403-405. Letter from R M Hodge [Richard Michell Hodge], Clerk to the Guardians of the Truro Poor Law Union, to the Poor Law Board, replying to their letter of 18 December 1848, concerning the claim by M G Painter [[Matthew George Painter, former Medical Officer of West Kenwyn District]. He sends a copy of a statement by Henry Roberts and a resolution by the board of guardians. Statement by Roberts, a miner with seven dependant children, who broke his leg seven months previously. The leg was set and splinted by Mr Moyle [John Moyle, Medical Officer of Kea District]. Painter attended him for seven or eight weeks, gave him lotion to clean the leg, removed the splints after three weeks and applied starched bandages. Resolution by the board of guardians that, as the operation on Robert's leg was performed, without charge, by another surgeon, Painter is not entitled to a payment of more than £1 for his attendance. Annotated: the specified fee of £3 under the General Regulations can only be claimed if the medical officer provides all the treatment. Acknowledges receipt of letter dated 25 May 1846 which draw attention to sums allowed in several cases by Robert Tucker, Auditor for the Axminster Poor Law Union, particularly some journeys of overseers to the treasurer, to pay contributions, are disproportionate in relation to other overseers for journeys of a similar purpose. The Commission have communicated with Tucker and enclose an extract [not included] from his letter and states that Tucker is correct in regard to these allowances. Paper Number: 6467/A/1846. The Board considered that to tender for work on land they did not own would not be consistent with the guardians' legal powers or with the interests of the local labourers. In compliance with their letter of 24 April, number 12500/1854, he encloses for approval the appointment form for John Binns as Assistant Relieving Officer. The form shows Binns now of Keighley and hoping to remove to Haworth, had assisted the relieving officer of Keighley for the last three months and was formally a draper. The salary to be £40 per annum. He is responsible for Haworth. The post became vacant after the death of Bernard Green.
