Folio 383. Draft letter from the Poor Law Board to John D Taylor [John Dobede Taylor], Clerk to the Guardians of the Bishops Stortford Poor Law Union, acknowledging receipt of the their vaccination return. The Board regrets that no persons were vaccinated by George Welch, Renforth Thomas Scarr, Samuel Welch and Stephen Clayden Hawkes during the year and wish the guardians to impress upon those medical officers the importance of the vaccinations. The board acknowledge the comments of Francis Moore that the vaccinations are finding favour with the poor. The Board point out that in some unions the registrar of births and deaths hands out a small notice to inform parents of the advantages of vaccination. Paper Number: 8483/1848. Folios 29-30. Letter from Samuel Welch, Medical Officer, Stansted, Bishops Stortford Poor Law Union to the Poor Law Commission acknowledging their letter dated 18 February 1847. The question which he asked the Commission was with reference to a particular case [Susan Wilkinson]. Welch states that he received a letter from Mr Taylor, Clerk to the Guardians of the Bishops Stortford Poor Law Union, stating that they were writing to the Poor Law Commission for sanction to revoke his contract. He states that he disclaimed any intention to resign his position and that a full enquiry is needed into the circumstances including the duties discharged by the relieving officer and the guardians under the General Orders dated 2 August 1841. Draft letter from the Poor Law Commission, to Samuel King, Clerk to the Guardians of the Mitford and Launditch Poor Law Union, stating that they had received a visit from the Reverend R Howlett, of Longham parish who informed them of the case of a Mr Wilson who with his wife and five children were residing in the church porch in the parish of Wendling. It is said he had been refused entry into the workhouse as he had been offered work, however it seemed he required relief. Letter from John D Taylor [John Dobede Taylor], Clerk to the Guardians of the Bishops Stortford Poor Law Union, to the Poor Law Board enclosing the vaccination returns for the year ending 29 September 1847. Taylor regrets the delay due to considerable difficulties in obtaining the returns. Enclosed is the vaccination for the year ended 29 September 1847 providing a list of public vaccinators, number and ages of persons vaccinated, number of cases of successful vaccinations, number of births in the union during the year. The following officers are listed: John Jackman, George Welch, Renforth Thomas Scarr, Michael Reilly, Francis Moore, Samuel Welch, Stephen Clayden Hawkes. Folio 137. Letter from Sampson Kempthorne of Clarges Street to the [Poor Law Commission] referring to the architects' charges levied on the Bromsgrove Poor Law Union. He confirms that he considers that it is the legal right of architects to a separate charge for making and valuing extra work done by the builders. Such work would normally be carried out by surveyors at a charge of 2½%. The fact that Sir John Soane did not charge for such work is not a precedent as he was an architect attached to the Board of Works at a salary of £500 per annum. Recent rates of 3% given to architects employed by the government exonerate them from carrying out all items of work. However it is considered that Bateman and Drury have laid themselves open to the construction which the guardians have put upon them. The item of measuring and levelling land and making plan and section of same does form the duty of the architect, and if the site had been previously fixed upon and pointed out to him this ought to have been included in the 4% as part of the superintendence. Any suggestion that there is any reference in the letter from [Geoffrey Gerald Scott] to the discreditable practice of receiving a commission from the builder is refuted. Poor Law Union Number 526.
