Commissioner Proby, Chatham to the Board. Am of the opinion that ships ought not, except on urgent occasions, be sent to sea without first being inspected in dock. With new ships, which have not been at sea, it will depend upon the results of experiments and observations made on the effect of the copper and I understand that it will be necessary to examine the bolts and bottoms and re-copper them on the expiry of three years. Ships have remained a considerable time at the moorings at this port and the copper may have been damaged due to ships frequently grounding on the mooring chains on the bed of the river. As to keeping stores on board ships, I am of the opinion that this will increase embezzlement. In the late peace, the stores which were deposited on board the ships were embezzled although great attention was paid to prevent this. The store houses are better secured and drier and not so liable to the effects of rain, vapours or fogs, the latter of which frequently cover the ships for the whole day. Enclosure.
