Folios 497-498. Draft letter from the Poor Law Board to Thomas Micklethwaite, District Auditor, enclosing a draft copy of a letter they have sent to George Spencer, Clerk to the Guardians of the Keighley Poor Law Union. This states that they have no objections to the appointments of the following medical officers of the union until 25 Mach 1856: Robert Allan Macnab, Medical Officer for the Sutton District. Amos Ingham, Medical Officer for the Haworth District. William Wilkinson Mitchell, Medical Officer for the North Keighley District. John Dickson, Medical Officer for the Bingley District and the Bingley Workhouse. John Milligan as Medical Officer for the South Keighley District and the Keighley Workhouse. The Board also approve the salaries also mentioned. The guardians should enter into written medical contracts with the medical officers and copies of the contracts for vaccination should be sent to the Board for approval. Paper Number: 36242/1854. Folio 183. Letter from John Read [Guardian of the Blything Poor Law Union], Cratfield, to the Poor Law Commission, written at the request of William Fisher, Overseer in Cratfield, about the management of the poor there. Until a short while before, the poor had been employed and relieved under a class system agreed by the parishioners for nearly seven years without any discordancies, but because of dissatisfaction among the ratepayers this system had been discontinued without any replacement system. There are now about 20 able-bodied men out of employment. The overseer is hesitant to allow them relief without employment, fearing it might be seen as a misuse of the poor rate and might lay his account open to an appeal. If these men are put on the road he fears they will do little or no good. It seems that the Hundred of Blything will shortly be totally under the management of the Commission. He asks for the direction of the Commission by return of post, to lay before a parish meeting. Annotated: Mr Mott [Assistant Poor Law Commissioner], 9 June 1835. Poor Law Union Number 432. Folios 204-206. Letter from John T Graves [Assistant Poor Law Commissioner], Hotwell, Bristol to Assistant Secretary, Poor Law Commission requesting immediate advice regarding statement received by Graves from Emanuel Wills, Overseer, Axminster Poor Law Union dated 16 May 1846 and enclosed. Graves requests that answer is sent direct to Wills. Wills' statement states that on 24 April 1846, Mr John Bradford was elected as Assistant Overseer. After objections raised and overcome regarding Bradford's sureties the Magistrates signed the appointment on 29 April 1846. In accordance with letter received from the board of guardians to collect £420 by 27 May 1846 Bradford was instructed to make a rate for the jury. The rate was signed by Wills on 11 May 1846 but other Overseers have refused to sign in spite of Bradford's sureties being guarantee by Wills and Letters of Landed Property to the value of £1000 being placed with Major Still of Axminster when security requested was only £500. The outdoor labour order had been offered but the guardians thought they would not need it, from which the Commissioners infer that problems of able-bodied labourers were easing and so there was no necessity of fresh regulations. Folio 338. Letter from Charles Bond, Clerk to the Guardians of the Axminster Poor Law Union, to the Poor Law Commission, referring to a letter in regard Mr Graves report into the charge of neglect by Charles Hayman, one of the Medical Officers. In that letter the Commission stated the union had not informed it of the board's medical appointments for 1846. Bond states that the annual return of officers, including medical officers, was sent to the Commission office on June 19. Annotated: examination of the list of officers sent by the Axminster Poor Law Union shows several medical appointments in March 1846 and the Commission ought to have received notification of those appointments at that time. The note requests that the Axminster Poor Law Union are sent enquiry forms with a request that details of the appointment of medical officers be entered and the forms returned as quickly as possible. However we would have no objections to this action in an emergency provided this was reported to the next meeting of the governors, together with information on the wages paid. Folios 522-523. Letter from T Micklethwaite, Auditor, West Yorkshire District, to the Poor Law Board, listing the imperfections in the books of John Sawley, Master of the Bingley Workhouse. These were that failure to make regular entries of admissions and discharges and indoor relief had led to omissions and erasures in the Masters Day Book. The daily provisions consumption account did not tally with the number of paupers said to be in the house which resulted in errors in the weekly and quarterly accounts. Folios 188-189. Letter from Charles Bond, Clerk to the Guardians of the Axminster Poor Law Union, to the Poor Law Commission regarding complaint of Mr Jolliffe, Medical Officer. Mr Graves [John T Graves], Assistant Poor Law Commissioner has attended enquiry which lasted three days. Nine witnesses attended. They were three Yeomen; the late Relieving Officer, Mr Williamson, Gentleman; the Assistant Overseer of the Poor of the parish of Chardstock and four paupers, two men and two women. Jolliffe was examined on Oath and his brother, Mr Jolliffe, Solicitor acted for Jolliffe. Requests advice on allowance for the witnesses and should payment come from poor rate of Chardstock or from Union. Suggested allowances are Yeomen, 7s 6d per day; Mr Williamson, late Relieving Officer, 10s per day; Assistant Overseer, 5s per day; Paupers, 2s 6d per day. Are Jolliffe and his brother allowed to claim any attendance allowance? Is the Clerk allowed to make any claim? Several witnesses live within 10 miles of Axminster. Annotation - States that Graves has sent a copy of his report and attached statement of witnesses and descriptions to Charles Bond, Clerk to Axminster Poor Law Union.
