Folio 154. Draft letter from the Poor Law Commission, to Harry White, Clerk to the Guardians of the Blything Poor Law Union, stating they have received from Dr Kay [James Phillips Kay, Assistant Poor Law Commissioner], a copy of two resolutions passed at the meeting of the board of guardians on 19 September 1836. In reference to the first resolution, the Poor Law Commission have issued an order confirming the regulation already being used, that no outdoor relief shall be given to able-bodied male paupers. On the second resolution they sanction the payment of the salaries of the policemen who have acted as watchmen in the workhouse at Bulcamp. Paper Number: 4088/A/1836. Poor Law Union Number 432. He is requested by the guardians and also by the overseers of the parish of East Dereham that the Commission will forward an order for the sale of the East Dereham Workhouse and estate as soon as possible, as since the application made on 13 October 1836 considerable damage has been done to the premises while they have been unoccupied. Folios 136-137. Letter from Harry White, Clerk to the Guardians of the Blything Poor Law Union, to Edwin Chadwick, Secretary to the Poor Law Commission, concerning auditor's salaries, as proposed in their letter of 12 September 1836. White quotes 'that the proposed salaries of auditors in unions and districts be reduced by a quarter. The salary of the auditor of your district will now amount to £249'. White enquires if a clerical error has arisen, as he understood the rate to be £1 per annum for each parish. The district comprises 161 parishes; therefore after the proposed reduction the salary should be approximately £120. He requests an answer before the next meeting of the Board. Annotated: state in consequence of a clerical error the amount of the auditor's salary was misstated, and it will be about £120 as the guardians suppose. Paper Number: 3810/A/1836. Folios 367-368. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Commission. Information is requested as to whether it is the Commission's intention to add to the duties of collector those of assistant overseer, this being the object of the guardians. It is noted that there is no mention of this question in the letter or its enclosure as to the office of assistant overseer. Annotated: the guardians cannot add the duties of assistant overseer. He will be appointed collector. The same person can be appointed assistant overseer. Also annotated on a separate note: write accordingly. Paper Number: 2972/B/1846. Folios 13-14. Draft letter from Poor Law Commission to R M Hodge [Richard Michell Hodge], Clerk to the Guardians of the Truro Poor Law Union, stating in charging the relief in the case of pauper Robert Stevenson: the Commission do not see that the guardians can take any notice of the question pending between the parishes of St Agnes and Kea as to the settlement of the pauper. Although the parish officers of Kea have not yet appealed against the order of removal taken out in the case of the pauper Stevenson, it would seem that they do not admit the settlement. Then the wife and children of Robert Stevenson were residing in St Agnes when the outdoor relief was given on the first occasion. So also Robert Stevenson was residing with his family in that Parish on the second occasion, when he applied for admission into the union workhouse and obtained relief in that form. Now by law the primary liability to afford relief attaches to the parish in which the destitute person is resident at the time relief becomes necessary. On this ground, the Commission consider that the parish of St Agnes is liable for the relief given on both occasions'. [Folio 15 is unused]. Paper Number: 1744/A/1847. Poor Law Union Number 57. Folios 39-40. Letter from Harry White, Clerk to the Guardians of the Blything Poor Law Union, Halesworth, to the Poor Law Commission, regarding the application for relief, at the meeting of guardians at the workhouse, on 16 January 1837, in respect of Robert Kemp of Walpole, Halesworth. Even though Kemp was an able bodied man and in employment his earning were insufficient to feed himself, wife and, eight children. The Board considered the application for relief and admitted the two eldest children, that is Harriet Kemp aged 13 years and Sarah Kemp aged 12 years into the workhouse.
