Folios 12-14. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Commission, regarding 'Kidderminster Medical District division of'. He forwards a copy of the report on the subject and a copy of the Board's resolutions. He feels an early response is needed. Copy of Kidderminster Poor Law Union Board minutes 14 February 1843. The report on the division of Kidderminster medical district was read. Moved by John Brown and seconded by Henry Talbot. That there should be no subdivision because the Board are perfectly satisfied with the current medical officer, the population is condensed and little exceeds the number fixed by the Commission. Amendment moved by Mr Beddoes and seconded by Mr Roberts. That Kidderminster Medical District be divided. The voting was equal; the chairman gave his casting vote against the amendment. The original motion was carried with eight votes for and seven votes against. Copy of the Report on the Kidderminster Medical District delivered to the Board on 14 February 1843. A majority of the committee recommended that there are two modes of division. Plan 1: District 1 Kidderminster Borough District 2 The present portion of Kidderminster Foreign and the workhouse Plan 2: District 1 The south ward of the Borough and the workhouse. 7,620. District 2 The north ward of the Borough and part of the Foreign now included in the district. 9,116. They proposed separate divisions of the £110 salary for each plan. Annotated: the Commissioners would prefer the division into two districts plan 2 [illegible]. Further Annotated: 17 February 1843 A Power [Alfred Power, Assistant Poor Law Commissioner]. He believes that the chairman cannot give a casting vote under article 13 of 'Proceedings order'. He thinks the Commissioners will prefer resolution No 2 because it is conformable with the order. The Commission enclose a circular containing several different dietary tables, drawing the guardian's attention to table 3, which would be authorised and allocated if they think appropriate. Folios 492-493. Letter from Sarah Newman, aged 66, to the Poor Law Commission, regarding outdoor relief. She states that she is a cripple confined to her bed for the last ten years in Bewdley and maintained by her sister and brother in law. The guardians have stopped her pay and refuse her any outdoor relief. She asks the Commissioners to use their influence with the guardians of the Kidderminster Poor Law Union and the relieving officer for Bewdley, Mr Farrington [Mitchell Farrington] to restore her pay. She cannot use her hands and is distressed in body and mind. She finishes with a postscript saying she only has the use of two fingers and a thumb in one hand and no use in the other all originating from smallpox and paralytic strokes. She has also broken seven bones in various parts of her body. Mr George Heaths, Hoo Lane, Kidderminster. Annotated: acknowledge, usual answer, the Commissioners will bring the matter to the attention of the guardians of Kidderminster Poor Law Union who will decide on the application. Letter from Harry White, Clerk to the Guardians of the Blything Poor Law Union, to the Poor Law Commission, enclosing the resolution passed by the board of guardians on 16 January 1837 regarding the sale of land at Bulcamp. As the majority of parishes agreed to the sale, it was decided that Form 2 {sale of property forms] should be complied with and attached to each Form 1 which had been signed by every one of the 40 consenting guardians. Folios 37-38. Letter from Godfrey and Son, Millers of Kidderminster, to the Poor Law Commission regarding supply of flour. They contracted with the Union to supply flour at 6s 2d per bushel. They put in a bid for the ensuing quarter ending June at 6s 4d per bushel. They are at a loss to understand why another party has been given the contract at 6s 8d per bushel. They enclose a piece of bread [not included] taken from the workhouse and made from flour they supplied. Annotated: write to the contractors that the guardians are not bound to accept the lowest bid nor can the Poor Law Commission interfere on a decision made by the guardians. Folios 402-403. Letter from Edward Senior, Assistant Poor Law Commissioner, to the Poor Law Commission. He states that Mr Norman, late Medical Officer of the Ilkeston District in the Basford Poor Law Union, registered two deaths from want. Senior reported on this and sent evidence taken by the guardians. This proved that Norman has acted with 'great impropriety' and he was censured in consequence of the investigation. Folios 254-256. Letter from Edward Jackson, [Medical Officer to the Kidderminster Poor Law Union], to the Poor Law Commission. Jackson states that he has never previously been asked to deliver orders to the board, whom he considers has acceded its authority. The usual course is to present only disputed claims. He asks for a settlement of his claim. He also notes that there is no security guaranteeing the orders will arrive at their destination. Annotated: is the officer required to do it. He is not impelled to give them up. Prepare a letter. Also annotated on a separate note: is a medical officer legally bound to show the guardians the orders? Can he refuse a reasonable request?
