Folio 264. Draft Letter from the Poor Law Commission to Thomas Watkins, Clerk to the Guardians of the Cardiff Poor Law Union, acknowledging their letter of the 24 January 1845. Regarding the system of medical relief in the Cardiff Poor Law Union - the board of guardians have not thought it necessary to comply with the regulations 16, 17 and 18 of the General Medical Order; and that the medical officers are paid by salary and not per case. The Commissioners make the point that the object is that medical relief is obtained by permanent paupers without having to obtain an order for every visit of the medical officer. The Commissioners request that the board of guardians will bring these regulations into effect as soon as possible and the total number of permanent paupers listed and forwarded to them. Letter from Thomas Watkins, Clerk to the Guardians of the Cardiff Poor Law Union, to Poor Law Commission, answering their letter of the 26 July 1845 respecting the pauper named David Llewellin David Llewellin is 75 years old and his wife is 81 and it was right to allow them to return to the place where they had lived for the last 20 years or more, where they were known and would get sympathy and assistance. They allowed relief not exceeding what it would cost to keep them in the workhouse. Folios 34-35. Letter from [Henry Walter Parker], Assistant Secretary to the Poor Law Commission, to Mr Vincent, Assistant Overseer, Redditch, giving his opinion as to whether a ratepayer who is not entitled to vote is eligible to be elected as guardian. He states that the proviso in the 40th section of the Poor Law Amendment Act stating that no person shall be deemed a ratepayer unless he has been rated to relief of poor for a whole year and has paid the parochial rate assessment for that period in no way affects the qualification to be a guardian. The qualification of a guardian is not that he should be a ratepayer but that he should be rated. To be a ratepayer includes several requisites and only one of these is that he should be rated. The Commission is satisfied that to be qualified as a guardian it is sufficient that the person be on the rate book at the time of election even though he has not made any payment. They are of the opinion that a court of law will construe a qualification liberally and not strictly and will not constrict the choice of the voters. Paper Number: 2231/C/1839. Folio 728. Letter from William Ashton, Bulwell, Clerk to the Guardians of the Basford Poor Law Union, to the Poor Law Commission, headed 'Beer to Paupers'. In response to previous correspondence the medical officer has been called before the guardians. He feels that beer to the extent permitted by the board is desirable for the health of the inmates. The guardians request that application for the allowance be given approval. The resolution to grant beer did not originate in a recommendation from the medical officer. Annotated: as beer has been recommended for health by the medical officer a temporary change to the dietary is to be confirmed on recommendation of the medical officer. Paper Number: 13217/B/1841. Folio 219. Letter from Thomas Watkins, Clerk to the Guardians of the Cardiff Poor Law Union, to Poor Law Commission. He brings to their attention the appointment of a collector for the town of Cardiff. Referring to letters sent on the 15 July 1844 and 3 August 1844 and the received reply of the 5 August 1844 that the Poor Law Commission declined to confirm the appointment on the ground of it being deemed inexpedient to do so until the Bill before parliament should have passed. As much inconvenience is experienced in consequence of there being no appointment, the board would be glad to receive an early reply to this communication. Annotated: it will be right that the order of 12 November 1838 which is not in law now in force [should] be rescinded and proceedings taken by the guardians for the due appointment for their purpose. He encloses for approval the appointment form for William Henry Wood, of Cowbridge, as Medical Officer for the Western portion of St Nicholas District. The form shows Edwards has been appointed from 17 June 1843. The salary to be £30 per annum. The appointment is due to the resignation of Mr Leigh.
