Reference number MH 12/1530/124: Folios 205-207. Draft letter from the Poor Law Board to R M Hodge [Richard Michell...
Folios 205-207. Draft letter from the Poor Law Board to R M Hodge [Richard Michell Hodge], Clerk to the Guardians of the Truro Poor Law Union, relating to the over-crowding in the union workhouses and the guardians' postponement of consideration of building a central workhouse. The board has also considered a report by Mr Gulson, [Edward Gulson, Assistant Poor Law Commissioner], on conditions in the Truro workhouses, which are incompatible with the health of inmates, the education of children and common decency. The board therefore requires the guardians at once to reduce the number of inmates within the fixed limits by giving outdoor relief where appropriate. If the guardians persist in their refusal to erect a central workhouse, the board will define by an order the classes of paupers to be taken into each workhouse and will direct the appointment of a properly qualified schoolmaster and schoolmistress, and will regulate the salaries of officers to obtain competent persons. Paper Number: 2446/1848, 2453/1848 and 2458/1848. Poor Law Union Number 57. Counties: Cornwall.

Folio 303. Draft letter from the Poor Law Commission to [William Ashton], Clerk to the Guardians of the Basford Poor Law Union. They acknowledge receipt of his letter of 15 July 1837 forwarding the abstracts of the accounts of the Basford Poor Law Union, with the list of other expenses. They comment that the items for relief in kind should not be allowed 'unless reported regularly according to Rule to the next Meeting of the Board of Guardians and if then allowed by them - the amounts should be added to the Outdoor relief lists - and the Officers repaid the sums - No relief can be sanctioned unless reported and allowed by Board of Guardians'. The costs of coffins and fees should be reported in the same way, and charged (when allowed) in a similar manner. Concerning the costs for pay rooms, the Commissioners state that 'Any cottager would allow the use of a room in which to pay the poor once a week' for 6d per week or 6s 6d per quarter, and they feel that too much is being paid. They also say that the parishes should produce receipts. 'Premium of apprenticing' is an item of which the Commissioners disapprove as it puts the children of paupers on a better footing than the children of the independent labourers who are unable to pay premiums. In future, if any premium is proposed, it must be referred to the Commissioners before being agreed. Poor Law Union Number 334. Counties: Nottinghamshire and Derbyshire.

Folio 294. Draft letter from the Poor Law Commission to Samuel Doubleday [Solicitor, of Nottingham]. They acknowledge receipt of his letter of 28 June 1837 and form number 2, enquiring if the manner in which the property is described is satisfactory. However, the proposed mode of describing the property is not satisfactory as the situation of the property is not clearly shown. Folio 180. Letter from William Ashton, [Clerk to the Guardians of the Basford Poor Law Union], to E Chadwick [Edwin Chadwick, Secretary to the Poor Law Commission]. Ashton states that present at a meeting held today were Henry Smith, Chairman; G Farrand, V Chairman [Vice Chairman] and the guardians of Basford, Arnold, Papplewick and Clifton. He says that so few people were present due 'to the exceeding heavy rain'. The Reverend J Banks had sent in his resignation, to take effect from 26 December 1836. Ashton acknowledges the receipt of a letter dated 15 November 1836 which answers several questions he sent on 25 October 1836, which he read to the meeting. Paper Number: 816/C/1836. Folios 277-279. Draft notes from the Poor Law Commission. They have been considering a letter of 22 May 1837 on the subject of obtaining orders of maintenance in cases of bastardy, and requesting the advice and assistance of the Commissioners. Referring to the notice, and by whom it should be signed; The Commissioners state that the effect of 4& 5 Wm IV c 76 s 72 'is to vest in the Guardians of a Union exclusively the power of making the application'. The [conditions] in this section provide for three cases. 1. Where a parish may remain under the provisions of the statute of Elizabeth. 2. Where a parish may be singly under a board of guardians appointed under the 39th section of the Poor Law Amendment Act or under Gilberts or any local act 3. Where the Parish may be in Union In the first case, the overseers of the parish would make the application, in the second case, the guardians of the parish, and in the third case the guardians of the union. 'The words Overseers or Guardians of the Parish, or the Guardians of the Union' all appear in order to meet all cases, not to imply that all or any of them may or must make the application, because this would be too confusing and it could lead to disputes as to who should make the application. When the board of guardians have decided to make the application, the notice required by section 72 should be signed by three guardians present and concurring. [Folio 277 is a small paper tab.] Poor Law Union Number 334. Counties: Nottinghamshire and Derbyshire.
