    Folio 393. Letter from William Ashton, Clerk to the Guardians of the Basford Poor Law Union, to the Poor Law Commission. He is sending a copy of a bill for the maintenance of a pauper lunatic, because the parish feels the charges are excessive. The overseers of Wollaton have been charged fees for Samuel Wilson, by the lunatic asylum near Nottingham, for his admission on 16 July 1837, [pavi hose], two shirts, a pair of shoes, repairs, discharge fee and, on 24 August 1837, a charge for six weeks. (The amounts are given for each item, and the bill total is £5 7s 0d.) Annotated: Draft reply from the Poor Law Commission to William Ashton, in response to the above letter.     Folios 163-164. Letter from J Riley, Auditor, Basford to the Poor Law Commission regarding his first audit of the accounts of the Basford Poor Law Union. Points he makes are: He gave guidance to the overseers and parish officers on how to record their accounts and returns. He has corrected errors and expects next quarters accounts will be better. The balance of returns from the 43 parishes is correct. He has taken written declarations from the overseers of some parishes. Ilkestone's [Ilkeston Derbyshire], balance is mentioned. He asks if he can take an Oath, or just a written declaration from an Overseer where doubt or fraud exists. He explains why No 1 districts sums are higher in the column marked 'Other expenses' in the expenditure account of form 12. It is due to the out-relief paid by the overseers prior to the appointment of a Relieving Officer. He suggests that charges in the 'Constable accounts' be dealt with at Vestry or Parish meetings and confirmed by the magistrates. Charges for a journey by the overseers to be paid at the same rate as decided at the Quarter Sessions for Constables. An example is when summoned before a [Revising Barether]. The medical and Governor's [of the workhouse] returns are incomplete as they did not receive their books until after the start of the Quarter. He mentions the difficulty with the overseers and their rate books, which should be remedied with the new Act. Report sent to the board of guardians. They state that the guardians need not apply in person but may appoint someone to apply on their behalf, the clerk of the union being most suitable. Application being to the petty sessions. Notice to the putative father need not have the common seal affixed but should be signed by a majority of guardians present at a meeting of the board including the chairman.     Folio 475. Resolution of the Guardians of the Kidderminster Poor Law Union dated 7 July 1846 relating to the non payment of relief by Mitchell Farrington relieving officer allowed to a pauper in Bromsgrove named Scrannage. The Clerk, Henry Saunders, produced a letter dated 30 June 1846 from the Poor Law Commissioners. It was resolved that a copy of this letter be delivered to Farrington. Furthermore he be made aware of the guardians disapproved of his conduct although they did not think there was any dishonest intention.     Folios 219-221. Draft letter from the Poor Law Commission to J J Sewell, Leiston, acknowledging his letter of 4 August 1835, and informing him that, according to section 109 of the Poor Law Act a medical officer shall be a person 'duly licensed to practise as a medical man'. The legal meaning of these words is a question which appertains to medical law. The Commission believes that in a general way, physicians, surgeons and apothecaries are licensed to act within the meaning of the Act, provided the board of guardians elect someone who is competent to perform the required duties. 'Commissioners will [not refuse] to sanction the appointment upon the grounds of non qualification'. Appointments of medical officers not residing in the [union] for which they are to act are for the decision of the board of guardians, with reference to the competency of the individual. Cost of travelling to the point of embarkation to be 3d per mile, 11s 2d for each child. If the emigrants can afford any of this, they should pay it themselves.     Folios 335-336. Letter from Samuel Doubleday [Solicitor, Nottingham] to the Poor Law Commission, written at Nottingham. Concerning the sale of parish property in the Basford Poor Law Union, he encloses the request to the Commissioners for their consent to the sale of the property at Lambley, duly signed by the guardians of the union. Enclosed is Form Number 2, Sale of Parish Property, dated 27 June 1837. Part is a printed form requesting permission from the Poor Law Commissioners to allow the sale of the property under the provisions of 5& 6 Wm IV 'An Act to facilitate the conveyance of Workhouses and other property of Parishes and of Incorporations or Unions of Parishes in England and Wales'. Part is a handwritten description of the property to be sold, as follows: First, a piece of land in the parish of Lambley bounded on the east by land belonging to the Right Honourable Earl Manvers, on the south by land belonging to William Plumb, on the west by Green Lane, and on the north by land belonging to Daniel Selby, in total approximately 240 square yards, currently occupied by Thomas John Dernelly. Second, a piece of land in Lambley bounded on the east by land belonging to Earl Manvers, on the south by land belonging to Mordecai Brownlow, on the west by Green Lane, and on the north by land belonging to Samuel Plumb, a total of approximately 175 square yards, now occupied by John Brandreth. Third, a piece of land in Lambley bounded on the east by Green Lane, on the south by land belonging to Robert Haywood, on the west by land belonging to Samuel Renshaw, and on the north by land belonging to Henry Selby, a total of approximately 125 square yards, now occupied by William Brandreth. The Commissioners are impressed with the importance of the returns and say that as they are very simple they consider any wilful negligence in their preparation and transmission should be visited first with admonition and if this is not felt sufficient with the dismissal of the officer. George Hart aged 14, is the son of a carpenter with six children. The father is able bodied and earning a little above average labourers wages. George is crippled in one thigh and leg so that the only occupation he could follow is that of a tailor. The father not being able to apprentice him, the board request to know whether they can sanction apprenticing him to a tailor with payment of a moderate premium. Paper Number: 8740/B/1839.     Folios 71-72. Letter from Edward Gulson, [Assistant Poor Law Commissioner], Newark, to the Poor Law Commission giving the following points: The Duke of Newcastle who repudiates politics in the forming of the new Unions has five or six parishes in Thurgaton Incorporation. The Duke has agreed to attend the next meeting of Guardians at the workhouse to help Gulson overcome the influence of the Visitor which will have an effect at Thurgaton and Basford. He says that his Grace [Duke of Newcastle] mentioned Newark. He mentions a meeting with Mr [Denisons], who is known to Mr Hole. Hole has ascertained that Lord Manvers will attend the above meeting too. Gulson says he will send the Medical Club Rules to the Poor Law Commission. He is meeting parish officers at Bingham and then travels on to Grantham. He asks why Mr [Beacher] has two or three Guardians for each parish in the Incorporation. Beacher in his 'anti pauper system' says there are 147 Guardians in 49 parishes. [Paul Bauson] can name about 120 Guardians. The Act says that the Magistrates shall appoint one out of the three named by the parish which has not been done in Thurgaton, so who gets the vote, he asks. Bauson says that some parishes only have two Guardians. His Grace the Duke of Newcastle, Clumber, near Worsop [Worksop] wishes to have copies of the following: the Act, the Annual report, the Rules and Regulations. Gulson asks permission to send reports to the following: J M G Cheek, Evesham, [Worcestershire]; A Hartland, Evesham, [Worcestershire]; Charles Kendrick, Winchester, [Hampshire]; Richard Burlingham, Evesham, [Worcestershire]. He entreats them to take care of the Duke's books. He asks if there is an assistant poor law commissioner for Derbyshire as some of its parishes will belong to the intended Basford Poor Law Union, Mansfield Poor Law Union and Worksop Poor Law Union.
