Directed by the Board to transmit for the information of the Liverpool Select Vestry copies of the certificates awarded by the Committee of Council on Education to the School Masters and School Mistresses of Liverpool parish. These certificates set out the estimate of the teachers' qualifications and specify the sums allowed from the Parliamentary Grant for the teachers' salaries for the year ended 25 March 1851. The Board call your attention to the observations on the flyleaf of the certificate awarded to Mrs Grace Halstead, [Mistress of Kirkdale Industrial Union School]. 11537-11546/1851. Folios 8-10. Circular letter from Harry White, Clerk, Halesworth, to the Bramfield churchwardens and overseers, regarding the Weekly Committee who met at the poor house directing White to send the accompanying 'Answers to Queries' numbered 1,2,5,6,7 and 8 extracted from the 'List of Queries' from the Poor Law Commission. The answers had been approved by the Committee, so to enable the list to be filled in a vestry meeting was called and if approved they would copy the answers onto the list sent by the Commissioners and return promptly. Answers to numbers 5 and 8 are below: 5. The alms house in the parish contained rooms for eight widows despite the donor intending it to accommodate only 4 widows. As the house had 8 rooms and was now inhabited by 8 widows the trustees gave their consent. 8. According to the enclosed return from the poor house nearly 12 persons belonging to the parish had been maintained there for the year ending Lady Day 1834, at an cost of £88 13s 1d very nearly 3s per head. It is unknown what items are charged in the cost of the establishment so it has not been included in the average. Poor Law Union Number 432. Counties: Suffolk.

Folio 381. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Commission, regarding election of guardians. 'I presume a rate payer in A duly qualified to vote there cannot nominate a Guardian for B. in which he the rate payer is not qualified to vote - Is a nomination in the following form now admissible?' There follows a draft form of two columns with headings, 'Name of the person or persons proposed as Guardian or Guardians' and 'Residence and quality or calling of the person or persons proposed'. The person entered is Joseph Left, New Farm, Farmer. The form concludes, 'I nominate the above to the Guardian for the said Parish for the year ending the 25th March 1847. Signed - John Left. Folio 380. Draft letter from the Poor Law Commission to Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, regarding lunatics in workhouse. They refer to his letter of 9 March 1846. They have communicated with the Commissioners in Lunacy who recommend, having considered the report, dated 3 March 1846, by Mr Thomas Thursfield [Medical Officer Kidderminster Poor Law Union], and following a visit by two of their members, that the three lunatics [Henry Smith, William Johnson and Josiah Clarke] should be immediately removed to a lunatic asylum for their own good and the comfort of the paupers with whom they are associated. Folios 389-390. Letter from J Rees Mogg [John Rees Mogg] and W Rees Mogg [William Rees Mogg], Clerks to the Guardians of the Clutton Poor Law Union, to the Poor Law Commission, regarding Anthony Horler of Camerton, his wife and six small children who were receiving relief in the workhouse due to a fractured thigh. They left the house and retuned to his work in Wales, but found that his injury had not healed enough to continue working so Horler returned to the Clutton Workhouse to the care of the medical attendants leaving his wife and children in Wales. The guardians granted relief of seven shillings per week but as it was more costly to move his family back from Wales they were left in Wales. The Rees Moggs ask if the action they had taken was correct. Annotated: the Commissioners think that under the circumstances the guardians issued the best course of action and sanction the relief given to the wife and family. Paper Number: 6009/B/1840. Folios 194-198. Letter from Dr Kay [James Phillips Kay], Assistant Poor Law Commissioner, to the Poor Law Commission, requesting answers to the important questions submitted to him by the board of guardians of the Mitford and Launditch Poor Law Union. He refers to a letter dated 26 September 1837 from the clerk to the guardians asking for an opinion on the questions stated in the enclosed letter from Mr John Leverett of East Dereham. Mr Leverett had made an application to the guardians regarding the employment of three orphan children Hannah Dunham, Jesse Margetson and [---- Lemon] from different parishes, all under sixteen and residing in Gressenhall Workhouse, in his sack manufactory in Dereham. The guardians agreed to allow him to take Jesse Margetson but not the others. The guardians are asking Dr Kay: 1. If they refuse these two children to be employed by him would they then take on the burden of the maintenance off the several parishes where they belong. 2. Can the guardians refuse the application if it is requested by the parishes where these children belong? 3. Have the guardians the power to detain these children and others in the same situation if they request to leave the workhouse 4. Do they have full power and control of discharging or detaining as they think proper orphan children under the age of sixteen who have been admitted to the workhouse? Annotated: 1. The guardians have the power to allow the children to be employed but at the wages offered to children at the same qualification. 2. Parish officers can not interfere with the guardians sanction. 3. The guardians probably have the authority over orphan children. 4. See 3. Letter from John Leverett, East Dereham, to the board of guardians, Mitford and Launditch Hundred, dated 25 September 1837, stating he is a sack manufacturer and wants to employ more spinners. He is willing to give constant employment to the three children in question, namely Hannah Dunham, Jesse Margetson and [Lemon] at a rate of 6d-8d per day. They acknowledge receipt of his letter dated 30 September 1837 concerning a request from the guardians of the Basford Poor Law Union relating to the sale of property in the parish of Lambley. They say that the request of the parish officers on this subject must be forwarded to them before they can take any steps in the matter. They add that care should be taken that the directions contained in the margin of the request 'should be strictly attended to previously to its being sent' to the Commissioners.
