Folios 187-188. Letter from William Ashton, [Clerk to the Guardians of the Basford Poor Law Union], to E Chadwick [Edwin Chadwick, Secretary to the Poor Law Commission]. Ashton reports on a meeting on 13 December 1836, attended by Henry Smith, Chairman; George Farrand, V Chair, [Vice Chairman]; and the guardians of Arnold, Lambley, Nuthall, Carlton, Clifton, Basford and Newstead. The relieving officers books were examined and out-relief ordered to the amount of £84 9s 8½d for the ensuing week. Orders to tradesmen 'according to the estimate in the Provision Book' were signed, and cases of applicants for relief were decided. A further meeting was held 20 December 1836, attended by Henry Smith, Chairman; George Farrand, V Chair [Vice Chairman]; and the guardians of Wollaton, Beeston, Basford, Greasley, Bridgeford. Ashton states that Mary Brown applied for the position of schoolmistress to the children in the Basford Workhouse. Proposed by Farrand and seconded by Mr Roberts, she was appointed unanimously, at a pay of 5s per week, to attend for 5 hours per day. It was proposed by Mr Brown and seconded by Mr Roberts that the clerk should write to the parishes in arrears with the treasurer, and request that they pay their respective amounts on or before 24 December 1836. Passed unanimously. The relieving officers' books were examined and out relief ordered to the amount of £84 13s 8d for the ensuing week. Orders to several Tradesmen were signed. [No details given.] Ashton acknowledges receipt of two letters, dated 16 December 1836 which have been laid before the board. Annotated: to be approved by Mr Gulson. Folios 210-211. Draft letter from the Poor Law Commission to Henry Saunders, Clerk to the Guardians of Kidderminster Poor Law Union, with reference to the case of Edward Jackson, Medical Officer of Chaddesley Corbett. The facts concerning Samuel Rubbery, are stated and there is agreement that the guardians are correct in their view of Jackson's conduct. Recommendations should be given in such a manner 'as to produce full confidence in the judgement of the Medical Officer', and if there is too long an interval between the visit and the giving of an order, as in this case, the guardians can have no such confidence. Letter from Harry White, Clerk to the Guardians of the Blything Poor Law Union, to the Poor Law Commission enclosing two letters from the parish of Kelsale, which were omitted from his previous letter of 7 December 1836: Letter from Anthony Collett, Trustee of the Kelsale Trust Estates, to the board of guardians of the Blything Poor Law Union confirming that in the last 26 years, in each of the cases which has come before him, a full enquiry has been made of the parish officers as to whether advantage was taken of any gift from the Trust to diminish the weekly allowance from the rates and assurance given that their gift would be withdrawn where advantage was taken. Letter from Frances Skoulding, Overseer for the parish of Kelsale to the Guardians of the Blything Poor Law Union in which he assures the guardians that no relief given to the poor of the parish of Kelsale, by the trustees of the Charity Lands,has ever reduced the amount of aid given to the poor. Acknowledging their letter of the 6 May 1852 referring to the particulars respecting the case of David Jenkins. The Poor Law Board point out that as to the portion of the relief which is included in accounts which have been closed and audited the proposed transfer of the charge cannot now be lawfully made but the residue should be charged to the common fund. Folios 508-511. Letter from Henry Saunders, Clerk to the Guardians of the Kidderminster Poor Law Union, to the Poor Law Commission, regarding officer's salaries. He seeks sanction and approval for increases in the officer's salaries as agreed by the board. He forwards the resolution of 10 November 1846. Resolution that the clerk's salary be increased from £110 to £130 per annum. Moved by the Reverend Joseph Fletcher, seconded by Mr Heath, carried unanimously. That the salary of the governor and matron be increased from £85 to £100 per annum. Moved by the Reverend Joseph Fletcher, seconded by the Reverend R P Turner. Amendment, that no increase be made in the salaries of the governor and matron. Moved by Mr Barnes, seconded by Mr Kiteley. Amendment carried by a majority of ten to three. That the salary of Robert Wilkinson, Relieving Officer, be increased from £110 to £130 per annum. Moved by Mr Brinton, seconded by Mr Baldwin, carried unanimously. That the salary of Mitchell Farrington, Relieving Officer, be increased from £90 to £100 per annum. Moved by the Reverend Joseph Fletcher, seconded by Mr Barnes, carried unanimously. That the salary of the porter be increased from £20 to £25 per annum. Moved by Mr Duncan, seconded by the Reverend Joseph Fletcher, carried unanimously. That the foregoing resolutions along with reasons be forwarded to the Poor Law Commission for their sanction and the increases to apply from the next quarter. Analysis showing the reduction in salaries taken in May 1843 by the clerk, master and matron, relieving officers 1 and 2, and the porter. It also lists the proposed increases. Annotated: the current salaries appear to be comparable to others. It would be a bad precedent to increase them with no good reason.
