Folios 7-8. Letter from Richard Francis, Guardian, Aber, near Caerphilly, Cardiff, to the Poor Law Commission, being one of three guardians of the parish, concerning the appointment of a new medical officer. Two men have offered their services, one is a member of the Royal College of Surgeons and a Licentiate of the Hall with a certificate to practise as an apothecary, the other with only a certificate from the Hall, but has been in practice for nearly 20 years and is a Welshman, the former is not. Francis is ready to abide by the view of the Commission whether the election of the latter will be nullified if chosen by the majority at election. Annotated: acknowledge and promise consideration when the appointment of a medical officer for the districts in question is submitted to them by the board of guardians. Folios 379-383. Deputation to the Poor Law Commission from the Cardiff Board of Guardians, including a memorial dated October 1852, recommending that the union should be divided, separating the country parishes from the town parishes of St John and St Mary. The reasons given are: that the town has different requirements, for example, the establishment of an industrial school would benefit the pauper children of the town, but some country parishes have no children in their workhouse and see no benefit to them; the accounts show the large majority of the indoor paupers come from the town. There is a table showing the relative numbers for the previous 2 quarters. The guardians also state that the Irish, vagrants and casual poor congregate in the town seeking employment on public works. Not only are they more liable to accidents and sickness, but together with those who cannot be removed because of 5 years' residence, they make up a large proportion of the labouring poor. They remind the commissioners that there has been a rapid increase in numbers since the union was formed and also that the population of Cardiff has risen to over 20,000, due to the extensive additional docks, and is expected to reach 30,000 by the next census. [Some names are illegible.] The copy memorial states the same arguments, adding that the burden of the city on the rural parishes is now so great that there is a danger of their ruin as agriculturalists; that there is a moral danger to the pauper residents of the rural parishes that they may be contaminated by the habits and characters of those from commercial and seaport towns. The drain on the Common Fund is illustrated by the example of the cost of a recent cholera outbreak in the town, including medical and other expenses, charges for maintenance of cholera paupers and their orphan children, funeral expenses and other charges. The relative size of Cardiff's population has increased from one quarter of the union to two-thirds. The example is also given of the relative costs of medical care, with Cardiff accounting for an average 93% of cases. These comparative figures were taken from a period before the 11& 12 Vic acts, as in the first quarter since then over 300 paupers were transferred from Cardiff into the union at large. A deputation form is enclosed. The object is shown as the severance of the rural from the town, with remarks that 42 of 45 parishes have signed, that the main issues are the Common Fund paupers, the increase in the population and the refusal of the industrial school.
