Folio 43. Letter from the Reverend G A Jacob, to the Poor Law Commission, writing on behalf of Maria Copeland, a ratepayer in the parish in his employ. A voting paper was left at her house and as she could not write an inhabitant of the parish, Henry Prosser, filled the paper in, forging her mark and signing his name as witness. Without her authority or knowledge he had initialled opposite persons who were not her preferred candidates. The woman's name is spelt incorrectly and so the vote will probably be void but this forgery has deprived her of her rights. This practice has been carried out throughout the parish. He asks if Prosser can be punished? Only one example has been sent but others can be proved if required. Paper Number: 2415/C/1839. Poor Law Union Number 526. Letter from Thomas Day, Clerk to the Guardians of the Bromsgrove Poor Law Union, to the Poor Law Commission, stating that following a meeting at Stoke Prior he has been requested by ratepayers to ask that an order be issued directing the board to appoint a competent person to act as assistant overseer at a salary of £20 per annum. Enclosed is an application signed by Joseph Jones, William Harris junior, Churchwardens, and Harcourt Aldham, Benjamin Smith, William Moore, William Harwood, Francis Marshall, [George Kettle] and G Nash, parishioners and ratepayers of Stoke Prior, to the board of guardians of the Bromsgrove Poor Law Union, asking them to apply to the Poor Law Commission for an order to appoint an assistant overseer. Folios 731-732. Draft letter from the Poor Law Commission to William Ashton, Bulwell, Clerk to the Guardians of the Basford Poor Law Union. The Commissioners note that the overseers were proceeded against under section 95 for disobedience of orders of the guardians having failed to pay over the sums demanded under precept but that the magistrates decided that if convicted the act did not provide for remedy. The Commissioners think there was disobedience but that express provision for recovery is made. Section 99 enacts that penalties and forfeitures are to be levied by distress and sale of goods and chattels of the offender. Paper Number: 13251/B/1841. Poor Law Union Number 334. Folio 131. Draft letter from the Poor Law Commission to Thomas Day, Clerk to the Guardians of the Bromsgrove Poor Law Union, stating that their order of the 27 September 1837 for making a survey plan and valuation of the parish of Belbroughton authorises the guardians to provide the money necessary by making a charge on the poor rates of the parish. Therefore so the board may borrow the amount proposed from the treasurer. There should be a provision for paying off not less than one fifth of the sum borrowed plus the interest each year until the loan is paid off. The Commissioners have also directed that an order be issued for the appropriation of the amount towards the liquidation of the proportion owed by the parish for the cost of building the union workhouse. Letter from Thomas Day, Clerk to the Guardians of the Bromsgrove Poor Law Union, to the Poor Law Commission, stating that their reply to his earlier letter does not answer the question whether an illegitimate child reverts to its birth settlement after the age of 15 and whether its settlement will be in the union workhouse where it resides or in the mother at that time belonged to another parish. The only enact bearing on this is 54 Geo III c 17 s 3 and if not repealed this may answer the question Annotated: question is answered.
