Folios 409-410. Draft letter from the Poor Law Commission to the Overseers of Bentley Pauncefoot, Bromsgrove headed 'Accounts of Bentley Pauncefoot Parish'. They understand that the auditor of the Bromsgrove Poor Law Union is unable to complete the audit of accounts as they have failed to comply with the requirements to prepare and submit accounts. Attention is drawn to the requirements of statute. Failure to comply will render them liable to penalties which are cumulative, the third and every subsequent offence subjecting the offender to fine and imprisonment. Whilst reluctant to have recourse to compulsory measures unless the accounts are made up and presented in the proper form the auditor will be instructed to proceed for penalties. Letter from Thomas Day, Clerk to the Guardians of the Bromsgrove Poor Law Union, to the Poor Law Commission, enclosing a parish produce property appropriation order referring to Pedmore parish in the Bromsgrove Poor Law Union. The sum of £219 12s to be paid to discharge payment of loans on new workhouse. The sum of £12 12s shall be paid to offset expenses incurred in making a survey valuation of the parish. The remainder of the sum of £303 16s to be invested and dividends applied in aid of the rates. The letter also refers to J Mathews, who was appointed to survey and value Pedmore. Folios 431-432. Draft letter from the Poor Law Commission to A Power [Alfred Power], Assistant Poor Law Commissioner, headed 'Average of Bentley Pauncefoot'. They acknowledge the objections which he fears will be raised to the basis of the calculation of the average and his desire to be more fully possessed of the view of the Board. The Commission has given its opinion and it is desirable that he adopt the opinion of Sir Edmund Head [Assistant Poor Law Commissioner]. The principle is outlined in six steps. There is expenditure of £1,117 for the three townships of Bentley Pauncefoot, Redditch and Webheath. The sum levied by the rate covered the expenditure and is thus the basis for calculation of the contribution of Bentley Pauncefoot. Paper Number: 13363/B/1840. Poor Law Union Number 526. He states that no contract was entered into by the guardians and the valuers, but an agreement for the valuation was made by the overseers of the parishes of St John and St Mary in virtue of which one of the gentlemen employed is to receive £25 and the other who is the county surveyor is to receive £2 2s per day for the time he is occupied. Folios 94-95. Letter from Thomas Day, Clerk to the Guardians of the Bromsgrove Poor Law Union, to the Poor Law Commission, stating that the guardians regret the answer of the Commissioners respecting their order for prohibition of poor law relief. They ask them to reconsider that part of the order relating to non-resident widows and children and the giving of relief by loan to the able bodied. The board is of the opinion that relief should be extended to widows having three or more children less than eight years of age residing within a ten mile radius of the union. Also that relief by loan should be continued. Often due to inclemency of the weather, lack of trade etc. the agricultural labourers, nailers and needlemakers in the union are prevented from working and so are forced to enter the workhouse unless relieved by loan. This relief would be less expensive to parishes and more advantageous to the poor. Paper Number: 4317/C/1839. Poor Law Union Number 526. Folios 437-438. Letter from John D Taylor [John Dobede Taylor], Clerk to the Guardians of the Bishops Stortford Poor Law Union, to the Poor Law Board explaining that vaccination contracts with medical officers have not been made for the year commencing 24 June 1848. The reason for this is that the guardians have found it better to pay the medical officers at a rate of 1s 6d per vaccination. The guardians have also found that the system of setting up vaccination stations to be ineffective and that the medical officers prefer to visit the homes of the poor. The guardians propose to use this system again for the coming year unless the Board advise otherwise. Annotated: I do not object to the arrangement but a contract is asked for.
