The situation was investigated in his presence and the charge verified and he was suspended. The guardians informed him that they would apply to the Poor Law Commission for his discharge. Folio 111. Letter from Poor Law Commission, to Benjamin Maund, regretting that they cannot assist in recovering any monies owed by Bromsgrove parish as the present vestry or parish officers cannot pay an account which has run on for seven years and where the last item is dated three years ago. Also the account contains certain items which cannot be legally charged against the parish. They see no reason why Maund could not have a claim on any books supplied by him provided they are still in existence. Or, if he could make out a demand to any particular individual, then there would be no reason in law to prevent him making a demand. The Commission regrets the loss that he is likely to incur but feel he is partly to blame for allowing the situation to carry on for such a length of time. The bills are returned [not included]. Letter from Robert Green, former relieving officer for the Stansted district, Bishops Stortford Poor Law Union, to the Poor Law Commission, responding to their letter regarding his suspension from duty on account of having neglected to pay the appropriate weekly allowances to the paupers living in the parishes of Elsenham, Henham and Ugley, and having spent the money himself. Green expresses sincere regret regarding the incident and offers to pay back any money by deductions from his salary. He explains that he is 61 years old, with a sickly wife and seven children, six of whom are dependent on him. He begs to be reinstated to his former situation which, if granted, he states will entitle him to a weekly allowance for life from the superannuation fund about to be established. Folio 105. Letter from George Coode, Assistant Secretary to the Poor Law Commission, to Thomas Day, Clerk to the Guardians of the Bromsgrove Poor Law Union, stating that the question whether parish cottages are vested in the board of guardians or in the parish officers is now before the Court of Queens Bench so they are unwilling to express an opinion. It is probable that proceedings taken under the act of 5& 6 Wm IV c 69 will have the desired effect and that course is recommended unless the property is of sufficient value to render it advisable to bring an action of ejection against the parties. In the event of summary proceedings the Guardians should give requisite notice to the occupiers in their corporate capacity affixing the corporate seal. The complaint may be made by the clerk. If it is decided to bring an act of ejectment then the title of both board of guardians and the parish officers should ensure success. Paper Number: 5247/C/1839. Poor Law Union Number 526. Draft letter from the Poor Law Commission to [F J Baring MP], transmitting a memorial [not included] addressed to His Majesty's Lords of the Treasury by the guardians of the Newport Pagnell Poor Law Union asking for an extension of the time for repayment of the loan advanced to them by the Exchequer Loan Commission and for a reduction in the rate of interest payable. They state that the amount of the loan exceeds one third of the average expenditure of the parishes comprised in that union. It is suggested by them that the application should be complied with on the same grounds which induced the Commission to recommend to the favourable attention of their Lordships to a similar application from the Warminster Poor Law Union [Wiltshire] which are set forth in their letter of 24 September. Folio 330. Draft letter from the Poor Law Commission to William Powell, Clerk to the Guardians of the Newport Pagnell Poor Law Union, informing him of the information received from the Charity Commission concerning the property in Bow Brickhill which it is proposed should be sold. There are three charities involved according to 27th Report of the Charities Commissioners and the guardians are informed of the land awarded under the Inclosure Act of 1790 and the amount of £10 10s being paid into churchwardens accounts also of the allotment of Black Ground being awarded to the rector churchwardens and overseers being possessed in trust for the use of the poor for firing. It also is stated that because of the lack of reference to the location of the property the Commission deem it necessary to enquire whether the property is subject to the charities noted or wholly independent of them.
