Folios 281-283. Letter from Thomas Day, Clerk to the Guardians of the Bromsgrove Poor Law Union, to the Poor Law Commission, headed 'Election of Guardians'. He reports that he has been 'grossly insulted' by one of the candidates, Mr Greening, [William Augustus Greening] so reports also a unanimous motion of confidence in his conduct and strict impartiality. Mr Greening has also written a letter. An item has appeared in a Worcester paper, copy enclosed, which he assumes to be from the same source. He regrets that the election became a party business and that Mr Greening was interested in delaying matters to try to ensure enough objections that he would be elected. Newspaper article is included and covers the adjournment of the meeting to accept the return of election of guardians pending the resolution of some disputed points by the Poor Law Commission and the subsequent making of a return to the adjourned meeting thus the Tory was elected and the protests of the Liberal disregarded. A table showing the numbers of disregarded votes is included for Tory candidates Cresswell [Charles Cresswell], Watton [William Watton], Peace [Francis Peace], Heynes [Robert Heynes] and Johnson [Benjamin Johnson] and Liberals Greening, Dipple [John Dipple], Whitehouse [William Whitehouse], Crane [Joshua Bell Crane] and Wright [Joshua Wright]. Following on being furnished with the necessary qualification of Peter Raven the younger the Commission are prepared to split the district in half between the two men. The Commission also request confirmation that the two men will cover for each other when required as per the medical order. Once this has been agreed they will complete the transaction. Folios 179-180. Letter from William Swabey, Chairman of the Board of Guardians of the Newport Pagnell Poor Law Union, Clifton Hall, Olney, to the Poor Law Commission, asking the Commission to reconsider the guardians' request for permission to hold their meetings fortnightly instead of weekly. Mention is made of the grounds on which the application was determined, that magistrates petty sessions were held fortnightly to allow for the paupers appeal and that there were only three cases of application yesterday. The board's other business is seldom of pressing importance and regarding the workhouse progress at all times there are four guardians available (the vice chairman and two others who are resident nearby besides Swabey, himself) many of them members of the building committee. Annotated: Mr Adey [Daniel Goodson Adey, Assistant Poor Law Commissioner] requested to return this with his observations. How can the request can be formally granted as it would be quite contradictory to the rules and regulations which require the relieving officers' and workhouse keepers' accounts to be examined weekly. An understanding might be considered to a guardian attending once a fortnight as long as no business to take place weekly unless three guardians attending. DG Adey.

Folios 215-216. Letter from John Dobede Taylor, Clerk to the Guardians of the Bishops Stortford Poor Law Union, to the Poor Law Commission, regarding the sub-classification of the inmates of the Bishops Stortford Poor Law Union Workhouse. Taylor states that the guardians' proposals are for the old women to use the ward which has lately been used by women with infants and occasionally as a knitting room, and to place in the ward now occupied by old women those of bad character. Taylor also states that they do not propose, at present, to make any sub-classification of the able-bodied men. Folios 417-418. Letter from Joseph Wright and William Carter, Overseers of Bentley Pauncefoot, to the Poor Law Commission. He explains that the overseers of Bentley Pauncefoot have no accounts to audit. He reminds the Commission that Bentley Pauncefoot was previously incorporated in the parish of Tardebigg [Tardebigge] and is now separate. The appointment of overseers was delayed and expenses of the poor which did not amount to more than a few shillings was defrayed by the overseers. The overseers consider they were under no order from the Commission until orders came in October. Moreover they feel great prejudice from Bromsgrove and complain about the amount of the averages. They have not been shown how these sums were arrived at and thus cannot prove that they should pay no more than a fourth of the sum assigned. Paper Number: 12698/B/1840. Poor Law Union Number 526. Folios 188-189. Draft letter from the Poor Law Commission to Thomas Day, Clerk to the Guardians of the Bromsgrove Poor Law Union stating that the adoption of measures for relief of vagrants cannot be immediately enforced in all unions but expect them to be adopted over time. The Commission asks why only bread and water is to be provided? Is this to attract vagrants to seek admittance to the workhouse? They presume that the female attendant pauper will not be allowed to attend the female pauper ward until after the vagrants have left. Also to prevent infection and diseases to the workhouse they suggest the vagrants be washed and clothes purified. Copies of regulations for relief of vagrants is enclosed [not included].
